PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): (Under Separate Cover) INFORMATION CONTACT: <br />Current Contract Pam Jones, 245-2652 <br />PURPOSE: To consider renewing an agreement with Recreation Factory Partners, Inc. to <br />provide facility management for the Triangle SportsPlex. <br />BACKGROUND: Orange County acquired the Triangle. SportsPlex in December of 2005. <br />Consistent with the direction from the Board that County employees not operate the SportsPlex, <br />Recreation Factory Partners, Inc. ("RFP") was installed as the Contract Manager for the facility <br />in December of 2005. The Contract for services will expire in June of 2008. Consistent with the <br />Contract, RFP is required to negotiate with the County any changes or conditions it proposes to <br />its contract six months prior to the expiration of the Contract in order for the County to have <br />proper notice should the changes or conditions not be suitable to either party. <br />Based on RFP's performance, staff recommends that the County renew the Contract for an <br />additional five-year period to commence July 1, 2008 through June 30, 2013. The <br />recommended term of the contract allows sufficient time for RFP and the County to establish <br />appropriate benchmark performance standards following completion of the construction of the <br />Senior Center and renovation of the SportsPlex in early 2009. <br />As the Board is aware through previous presentations, RFP has exceeded the financial <br />performance and quality customer service measurements established during the early tenure of <br />the relationship. Clauses contained in the current contract between the County and RFP (see <br />attached) identify specific services that RFP was to provide. Of the twenty points listed in <br />section 2.3 (a) through (t), RFP has successfully executed and completed all as of this date. Of <br />particular importance has been that RFP has upgraded employees and personnel; negotiated <br />more favorable contracts and agreements; made improvements to fitness equipment and rink <br />infrastructure mostly out of operating funds and is in the process of completing a full upgrade to <br />base line of the pool infrastructure; member locker room facilities have been upgraded; a higher <br />standard of overall facility cleanliness and upkeep has been maintained; maintained a complete <br />and accurate set of book records while also upgrading the IT infrastructure; and provided <br />
