Travis Myren, Deputy County Manager, presented the following background, PowerPoint slides, and information gleaned from discussions with stakeholders: BACKGROUND: The FY 2015-16 Budget authorizes the County to hire three (3) County staff to administer jail alternative programs. The recommended budget contemplated that the jail alternative positions would be part of the Sheriff's Office. However, that recommendation received scrutiny during budget deliberations, and the Board of Orange County Commissioners asked for further consultation with stakeholders prior to making a final determination on organizational placement. Orange County Organizational Placement of Jail Alternative Programs Report Overview • Program Descriptions • Pretrial Services • Drug Court • Perspectives of Stakeholders • Internalization • Organizational Placement • National Standards and Best Practices • Recommendations Recommendation #1 • Internalize the Pretrial Services and Drug Court Programs under the direction of the County Manager. • Positions are authorized in the FY 15-16 Budget • Review organizational placement decision over time as required by the Budget Ordinance Recommendation #2 • Recruit and hire a Criminal Justice Resource Manager to lead the new division and to hire authorized staff. • Interdisciplinary team of stakeholders: judiciary, law enforcement, prosecution, defense • Criminal Justice Resource Manager will coordinate recruitment of the Coordinator positions with input from stakeholders Recommendation #3 • Begin the procurement of appropriate technology resources for case management. • Use County payroll and financial systems • Document business processes and begin procurement process Recommendation #4 • Remodel County office space in the Courthouse for staff offices and client services. o Proposed space includes a restroom, so cost is minimal.
