ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 11, 2007 <br />Action Agenda j <br />Item No. L~ 1 <br />SUBJECT: Contract Award: Construction Manager at Risk Services for Emergency <br />Services Facility <br />DEPARTMENT: Purchasing PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />CMAR Contract (Provided Upon Request <br />Due to Its Length; Also Available in the <br />Clerk to the Board's Office OR on the <br />County Website under the December 11, <br />2007 BOCC Meeting Agenda) <br />INFORMATION CONTACT: <br />Pam Jones, 919-245-2652 <br />PURPOSE: To consider approving the Construction Manager at Risk (CMAR) agreement, <br />including the Guaranteed Maximum Price (GMP), with Resolute Building Company (RBC) for <br />the upfit of the Emergency Services Facility at 510 Meadowlands Drive, Hillsborough. <br />BACKGROUND: On September 19, 2007, the Board approved Resolute Building Company <br />as CMAR for the Emergency Services Facility, thereby allowing them to solicit bids in order to <br />develop the final GMP. The CMAR contract (without the GMP amount) was included for the <br />Board's information at that time. This same contract, complete with the GMP amount, is now <br />proposed for Board approval. <br />Since the September meeting, the Project Team consisting of Corley, Redfoot, Zack (CRZ), <br />Resolute Building Company (RBC), County Staff, the County Attorney, and the Gounty <br />Construction Manager have worked through the final construction drawings and a successful bid <br />offering, conducted iterative value engineering exercises, and have arrived at a GMP that fulfills <br />the program for the 911 Center and is within the funding allotted for the work. <br />Standard sustainable design elements, such as low flow water, energy efficient lighting, sensors <br />on light switches, and daylighting will be used in this building. In addition, the Mitsubishi system <br />that delivers a high degree of energy efficiency will provide HVAC to the building. Although this <br />system is approximately $100,000 over the cost of a traditional system, life cycle costing has <br />proven it to be a good application for this facility. <br />It is anticipated work will begin within two weeks following approval of the CMAR contract, with <br />completion scheduled for late-Spring 2008. Recommendations for naming the facility will be <br />presented to the Board shortly after the first of the year. <br />FINANCIAL IMPACT: The Guaranteed Maximum Price ("GMP") for this project is $1,232,257. <br />This GMP includes a 4% contingency that represents the CMAR's level of risk assumed within <br />the GMP. If the contingency is not used, those funds are not disbursed to the CMAR. Earlier <br />
