2 <br /> generation rates approved in the 2015 SAPFOTAC Report for Certificate of Adequate <br /> Public Schools (CAPS) purposes. <br /> As required by the SAPFO Memoranda of Understanding (MOUs), all SAPFO parties <br /> were informed of the proposed amendments on July 13, 2015 and provided the <br /> opportunity to comment. Chapel Hill-Carrboro City Schools (CHCCS) administration <br /> presented the proposed amendments to the CHCCS Board of Education at its August 8, <br /> 2015 meeting and the Board had no comments. On August 4, 2015 the Chapel Hill <br /> Town Council received the proposed amendments via email and offered no comments. <br /> The Carrboro Board of Aldermen received the proposed amendments at its September <br /> 15, 2015 meeting and approved a resolution recommending adoption of the amended <br /> student generation rates. <br /> FINANCIAL IMPACT: Consideration and approval will not create the need for additional <br /> funding for the provision of County services. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this agenda item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Efforts to approve the proposed amendments to the 2015 SAPFOTAC Report will result in <br /> positive outcomes related to the above goal. <br /> RECOMMENDATION(S): The Manager recommends the Board approve the proposed <br /> amendments contained in Attachment 1. <br />
