Proposed Amendments Craig Benedict, Director, (919) 245-2575 <br /> Perdita Holtz, (919) 245-2578 <br /> Ashley Moncado, (919) 245-2589 <br /> PURPOSE: To consider amendments to the 2015 Schools Adequate Public Facilities <br /> Ordinance Technical Advisory Committee (SAPFOTAC) Report. <br /> BACKGROUND: Following the certification of the 2014 Schools Adequate Public <br /> Facilities Ordinance Technical Advisory Committee (SAPFOTAC) Report, Orange <br /> County entered into an agreement with TischlerBise to update student generation rates. <br /> The Student Generation Rates for Orange County Schools and Chapel Hill-Canrboro <br /> School District Report, completed on October 28, 2014, provided updated student <br /> generation rates based on an inventory of recently built units from January 1, 2004 to <br /> December 31, 2013. <br /> In March 2015 the formal review process for the 2015 Schools Adequate Public <br /> Facilities Ordinance Technical Advisory Committee (SAPFOTAC) Annual Report <br /> commenced. The report and executive summary were approved and certified at the <br /> May 19, 2015 BOCC meeting. This report included the updated student generation <br /> rates for both school districts based on the student generation rate analysis completed <br /> by TischlerBise in October 2014. The 2015 SAFOTAC Annual Report can be found at <br /> this link: http://www.orangecountync.gov/2 15 SAPFOTAC Annual eport.pdf. <br /> Due to minor mis-categorizations identified with the student generation rate analysis <br /> completed for Chapel Hill-Carrboro City Schools in the report, TischlerBise provided a <br /> revised student generation rate study to Orange County on May 7, 2015. The original <br /> report included student generation rates based on housing units that were categorized <br /> incorrectly. Specifically, 155 housing units were incorrectly categorized as multifamily <br /> instead of single family attached and vice versa. The revised student generation rates <br /> are included in Attachment 1. If approved, the corrected chart would replace the chart <br /> on page 44 of the 2015 SAPFOTAC Report. <br /> Student generation rates for Orange County Schools were calculated correctly and as a <br /> result are not part of this amendment. It should be noted that no additional sections or <br /> calculations contained in the 2015 SAPFOTAC Report, including student projections, <br /> will be affected by this amendment.
