Resolution Supporting Stepping Up Initiative to Reduce the Number of People with <br /> 31 Mental Illnesses in Jails <br /> 32 The Board considered approving the resolution expressing support for the Stepping Up <br /> 33 Initiative sponsored by the North Carolina Association of County Commissioners (NCACC), the <br /> 34 National Association of Counties (NACo) and other organizations to help advance counties' <br /> 35 efforts to reduce the number of adults with mental and co-occurring substance use disorders in <br /> 36 jails, and authorize the Chair to sign the resolution. <br /> 37 <br /> 38 Commissioner Pelissier read the resolution: <br /> 39 <br /> 40 RES-2015-038 <br /> 41 <br /> 42 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 43 Resolution Supporting "Stepping Up Initiative to Reduce the Number of People with <br /> 44 Mental Illnesses in Jails" <br /> 45 <br /> 46 WHEREAS, counties routinely provide treatment services to the estimated 2 million people with <br /> 47 serious mental illnesses booked into jails each year; and <br /> 48 <br /> 49 WHEREAS, prevalence rates of serious mental illnesses in confinement facilities are three to <br /> 50 six times higher than for the general population, with statistics showing that almost 13% of <br />
