He said he would like to see this report referred to the <br /> 11 Commission for the Environment. Our recommendation is based on the <br /> 30 following: <br /> 31 1. The recently adopted Parks and Recreation Master Plan is largely meaningless without <br /> 32 funding, which in the past Orange County voters have been willing to approve through <br /> 33 bonds; <br /> 34 2. While funding for schools may be our primary current focus, the quality of life in Orange <br /> 35 County depends on a balanced portfolio of county services, which all need to be <br /> 36 considered in funding strategies. <br /> 37 3. We believe that a multi-target bond would have broader appeal, and therefore more <br /> 38 chance of voter approval, than a bond limited to a single issue.
