21 <br /> 1 The Board: 1) approved a revision authorizing Habitat for Humanity to provide deferred <br /> 2 payment, zero interest second mortgages for nine (9) homes instead of ten (10) throughout <br /> 3 Orange County as requested in Habitat's application for HOME funding for the FY 2014-2015 <br /> 4 HOME Program Design; 2) approved, for both the FY 2014-2015 HOME Program Design and <br /> 5 the FY 2015-2016 HOME Program Design, revisions for the use of HOME funds for the <br /> 6 purchase of Habitat for Humanity homes by households with incomes that initially meet the 65% <br /> 7 of Area Median Income (AMI) eligibility requirement, and subsequently have an increase in <br /> 8 income during the construction period and prior to closing as long as the increase in income of <br /> 9 the households do not exceed 80% of AMI as allowable under the HOME program. The <br /> 10 maximum income amount allowable by the U.S. Department of Housing and Urban <br /> 11 Development for HOME funded projects is 80% of AMI; 3) approved the attached markup <br /> 12 versions of the two September 2015 revised resolutions and authorized the Chair to sign clean <br /> 13 versions of the revised resolutions for the 2014-2015 and 2015-2016 HOME Program Designs. <br /> 14 <br /> 15 7. Regular Agenda <br /> 16 <br /> 17 a. Jail Alternatives Work Group Report <br /> 18 The Board considered receiving a Memorandum Regarding Organizational Placement of <br /> 19 Jail Alternative Programs, which was developed to analyze and recommend an organizational <br /> 20 structure for jail alternative programs operated by Orange County and authorize staff to <br /> 21 implement the recommendations. <br /> 22 Bonnie Hammersley said this was a budget change from the Manager's recommended <br /> 23 budget, and there was a request by the Board to work with stake holders and pursue options for <br /> 24 where these positions would be placed. <br /> 25 Travis Myren, Deputy County Manager, presented the following background, <br /> 26 PowerPoint slides, and information gleaned from discussions with stakeholders: <br /> 27 <br /> 28 BACKGROUND: The FY 2015-16 Budget authorizes the County to hire three (3) County staff <br /> 29 to administer jail alternative programs. The recommended budget contemplated that the jail <br /> 30 alternative positions would be part of the Sheriff's Office.
