18 <br /> 1 Michael Harvey said the Planning Board is reviewing more information about this, and in <br /> 2 order to obtain this information therefore they need to review the item until tomorrow evening. <br /> 3 He said as a result, the Board should reopen the Public Hearing, in order to adjourn until <br /> 4 November 5, 2015. He said this will allow the Planning Board to finalize its recommendations <br /> 5 and bring them back to the BOCC for a final decision. <br /> 6 <br /> 7 A motion was made by Commissioner Rich, seconded by Commissioner Pelissier for the <br /> 8 Board to open the public hearing. <br /> 9 <br /> 10 VOTE: UNANIMOUS <br /> 11 <br /> 12 A motion was made by Commissioner Rich, seconded by Commissioner Pelissier to <br /> 13 defer the hearing by adjourning it to November 5, 2015. <br /> 14 <br /> 15 VOTE: UNANIMOUS <br /> 16 <br /> 17 6. Orange Public Transportation Proposed Fixed-Route Fare Structure <br /> 30 The Board considered adopting the Orange Unified Transportation Board (OUTBoard)- <br /> 31 recommended Orange Public Transportation (OPT) fixed-route fare structure. <br /> 32 Commissioner Price said she is concerned about the fare of$4 one way that must be <br /> 33 paid to get around town. She said many have limited incomes, and she asked if staff had <br /> 34 considered half price for the return trip. <br /> 35 Bret Martin, Orange County Transportation Planner, said the purpose for the higher fare <br /> 36 is to incentivize the use of the fixed stops location. He said if the use of deviation is not <br /> 37 incentivized then the route will completely turn into deviation, and it will no longer be a fixed <br /> 38 route. He said there is not incentive to use the fixed stop locations if the fare is the same for a <br /> 39 deviation. He said it costs more to provide deviation service than it does to provide fixed stop <br /> 40 service. <br /> 41 Commissioner Price said she was concerned about those who are unable to get to the <br /> 42 fixed stops, and would therefore have to pay $8 round trip. She asked again if a half price <br /> 43 return trip could be offered. <br /> 44 Bret Martin said it would not be a huge issue but it would be a deviation, and the <br /> 45 projections for the use of the deviated fixed routes is about half the boardings per venue hour <br /> 46 as would be expected for the regular fixed routes. He said there is some fear that if fixed stops <br /> 47 are not somehow incentivized then only the deviation service will be used, thus driving up costs. <br /> 48 Commissioner Price said she is trying to make this service as user friendly as possible. <br />
