Staff abstract and attachments, including the actual SUP application, <br /> Master Plan site plan, staff comments on the project, and copies of the <br /> UDO and Comprehensive Plan; <br /> ii. Staff testimony on the project and its compliance with various <br /> provisions of the UDO; <br /> iii. Applicant's sworn testimony, including a submitted financial impact <br /> assessment completed by Mr. Everett V. Knight, providing additional <br /> information on the project's compliance with the UDO; and <br /> iv. Comments from the BOCC, Planning Board, and the general public. <br /> • STEP THREE — PLANNING BOARD REVIEW: The Planning Board reviews the request <br /> and makes a recommendation on the project's compliance with specific development <br /> standards (Section 5.8.4) and the general standards (Section 5.3.2 Special Uses) of the <br /> UDO. Staff prepares a script to aid the Board in making required findings and denoting <br /> the `evidence' utilized in rendering a decision as contained in Attachment 3. <br /> STAFF COMMENT: This Planning Board review will begin at the July 1, 2015 <br /> regular meeting where the Board will be asked to make a recommendation. <br /> • STEP FOUR — DECISION: The BOCC will receive the Planning Board's <br /> recommendation as well as any other written evidence, deliberate, certify the record, <br /> close the public hearing, and then render a final decision. <br /> BACKGROUND: This item was presented at the May 26, 2015 Quarterly Public Hearing where <br /> staff indicated the school began operations in 1984 offering educational opportunities, based on <br /> the State curriculum guidelines, for kindergarten through 12th grade students. Through this <br /> proposal the applicant is requesting to modify and expand the existing campus with the <br /> construction and location of new buildings and support facilities over the next 15-years. The <br /> plans are envisioned to support an increase in student population to approximately 350 students <br /> by 2030, which represents an overall increase in 91 students from current enrolment. <br /> Agenda materials from the Quarterly Public Hearing can be viewed at: <br /> 1ht!J „,// .A.A.,,o r«�,Ir�„ ,qc ,u irk,,y! ,q,,,,,, r/,,,,, , . I , . <br /> During the hearing, the following comments/questions were posed concerning the application: <br /> • A BOCC member asked if the applicant would be required to secure building and zoning <br /> permits prior to the commencement of construction: <br /> RESPONSE: The applicant will still be required to obtain all the necessary <br /> additional development permits (e.g. erosion control, stormwater, site plan(s), <br /> building, environmental health) prior to the commencement of land disturbing <br /> activities. The granting of this SUP will allow the required permit review process to <br /> move forward under the guidance of an approved SUP Master Plan. <br /> • A BOCC member asked what happens if the school does not get approval to expand the <br /> existing septic system. <br /> RESPONSE: If the existing septic system cannot be expanded then development <br /> would be curtailed to only those uses and impacts that could be supported with the <br /> existing septic system. The applicant understands and accepts the risk. <br />
