42 <br /> • Held in a quasi-judicial format meaning all parties, for and against the application, <br /> provide sworn testimony as well as competent material and substantial evidence on the <br /> merits of the proposal. <br /> • Applicant has burden of demonstrating project complies with the provisions of the UDO. <br /> REQUIRED REVIEW <br /> • Anyone opposing the application is required to demonstrate through sworn testimony as <br /> well as competent material and substantial evidence that the project does not comply <br /> with the provisions of the Ordinance. <br /> • Hearsay or unsubstantiated opinions are not sufficient testimony. <br /> • If applicant proves compliance with applicable standards, and there is no evidence in the <br /> record the project does not comply, the permit must be issued. <br /> BACKGROUND <br /> • School opened in 1984 prior to establishment of Orange County's school development <br /> standards (i.e. Sec 5.8.4 of UDO), and requirement for a Class A SUP for Schools, <br /> • Nature of request requires Staff review the request as if it were a new Class A SUP <br /> application (Sec 8.6 of UDO). <br /> — STAFF NOTE: proposal does not alter operational parameters of the school in a <br /> manner making it inconsistent with current regulations. <br /> PROPOSAL <br /> • Develop new classroom(s), gymnasium, administrative office building, and performing <br /> arts center, <br /> • Develop additional recreational fields (i.e. multi-purpose field.) on property south of <br /> Millhouse Road, <br /> • Additions to existing buildings (i.e. classroom and administrative), <br /> • Expansion of parking and drop-off areas, <br /> • Modify/update infrastructure (i.e. stormwater, septic, and well water distribution, etc.), <br /> • New internal pathways. <br /> SITE PLAN (PHOTO) <br /> SITE PLAN (PHOTO) <br /> NEIGHBORHOOD INFORMATION MEETING (NIM) <br /> • 2 NIMs were held on January 8 and April 10, 2015, <br /> • No member of the general public attended January 8, 2015 meeting, <br /> • During April 10, 2015 meeting an adjacent property owner expressed concern over <br /> athletic field lights.
