2 <br /> STAFF COMMENT. The following testimony/evidence was entered into the record at the <br /> public hearing- <br /> i. Staff abstract and attachments, including the SUP application and Master Plan, <br /> presented at the May 26, 2015 Quarterly Public Hearing. <br /> ii. Staff testimony on the project and its compliance with various provisions of the <br /> UDO. <br /> iii. Applicant sworn testimony from the applicants and their consultants. <br /> The applicant entered copies of affidavits and a real estate report, completed <br /> by Mr. Vic Knight, into the record providing additional information on the <br /> project's compliance with applicable standards. <br /> iv. Comments from the BOCC, Planning Board, and the general public. <br /> During the hearing, the following comments/questions were posed concerning the application: <br /> • BOCC and Planning Board members requested clarification on the process <br /> for site plans and development following the SUP approval, roadway and <br /> pedestrian crossing improvements, Environmental Health permitting and <br /> wells. <br /> RESPONSE: The applicant testified, and staff confirmed, that the project <br /> would require additional permitting with NCDOT for roadways, <br /> encroachments and crossings; NCDEHNR for the state approved septic <br /> field; Site Plans and Stormwater/Erosion Control Permits with Orange <br /> County Planning; and building permits with Orange County Inspections. <br /> Approval of this SUP and Master Plan allows the applicant to move <br /> forward with the school's long-term vision for the school without multiple <br /> revisions to the SUP. <br /> It should be noted there was no competent material evidence or expert testimony entered into <br /> the record demonstrating the project did not comply with the UDO. An excerpt of minutes from this <br /> meeting are contained within Attachment 4. <br /> Additional information, as contained within this abstract, will be entered into the record at the October <br /> 67 2015 regular meeting. <br /> Proposal: As testified at the Public Hearing, the applicant is requesting to modify and expand the <br /> existing school campus. <br /> Part of the request is to have the County approve a Master Plan detailing the construction and <br /> location of new buildings and support facilities over the next 15 years. The plans are envisioned <br /> to support an increase in student population to approximately 350 students by 2030. Currently <br /> the school has 259 students enrolled. If the request is approved, the school is expected to see <br /> an increase of 91 students over the next 15 years. <br />
