ORD-2015-024 <br /> ORANGE COUNTY <br /> BOARD of COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 15, 2015 <br /> Action Agenda <br /> Item No. 6-d <br /> SUBJECT: Approval of Budget Amendment#1-B for the Purchase of Fifteen (15) Mobile <br /> Field Computing Units <br /> DEPARTMENT: Sheriff PUBLIC HEARING: (YIN) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Quote Information Sheriff Charles Blackwood, (919) <br /> 245-2922 <br /> Paul Laughton, (919) 245-2152 <br /> PURPOSE: To approve Budget Amendment #1-B for the purchase of fifteen (15) Mobile Field <br /> Computing Units for the Sheriff's Department. <br /> BACKGROUND: When seconds matter, emergency responders rely on state of the art <br /> software to deliver concise and reliable information. With mobile field reporting, 911 <br /> dispatchers can instantly share knowledge of changing events with deputies in the field allowing <br /> them access to existing data on suspects and previous incidents, and command staff can <br /> strategize with detailed data on crime patterns. Mobile field reporting streamlines <br /> communications between multiple responding agencies, encouraging collaboration, increasing <br /> efficiency and reducing operational costs. <br /> These units will enhance the service provided to residents while increasing the department's <br /> efficiency and improving their ability to share information with neighboring law enforcement <br /> partners, which will result in, accuracy in reporting, increased officer safety, effective time <br /> management, and improved collaboration between all emergency service providers. <br /> The department also expects to realize a reduction in the use of paper for printed reports, an <br /> increase in available administrative time due to the reduction of manual data entry into Records <br /> Management System (RMS), improved time management of deputies in the field, increased fuel <br /> savings as a result of less trips to the office to submit written reports, increased strategic <br /> response to area crime trends, and efficient management of quality control. <br /> FINANCIAL IMPACT: The total cost to purchase the fifteen (15) Mobile Field Reporting Units is <br /> $75,346, and will be paid out of received drug forfeiture funds, which currently reside in a <br /> balance sheet account within the general ledger system. This Budget Amendment #1-B <br /> provides for a fund balance appropriation of $75,346 from the General Fund for the transfer of <br /> these funds from the drug fund account to the Sheriff's Department recurring capital equipment <br /> account for this purchase. <br />
