30 <br /> Page 2 of 2 Barbara Middleton- <br /> Orange Water&Sewer Authority Board of Directors <br /> Please list/explain your experience, either professionally and/or from other <br /> boards/commissions that you have in the areas of budget, personnel, and management. <br /> I have some experience with budgets as I serve on the Human Services Advisory Committee for <br /> the Town of Carrboro. We study all funding applications received by the Town from <br /> nondepartmental agencies and make recommendations to the Carrboro BOA on these funding <br /> requests. There are also sections of the funding request applications that deal with personnel <br /> and staff and their salaries. <br /> In addition to the experience listed in the question above, please list the work/volunteer <br /> experience/qualifications that would add to your expertise for this board. <br /> In addition to my work with the HSAC for the Town of Carrboro, I also am a member of the <br /> NAACP and I am a Mentor for the CHCCS. These are very service-oriented positions and I am <br /> able to interact with a variety of people with various needs/issues. I believe that this would be <br /> helpful if I am selected to serve on the Board as I am sure that there are any number of <br /> concerns that come up all of the time in reference to budgets, human resources, etc. <br /> What do you see as the responsibilities of this board, and what do you hope to <br /> accomplish if appointed? <br /> The OWASA BOD adopts a yearly budget and also is responsible for setting rates and fees for <br /> the consumers of the system. There are also the responsibilities of capital projects and <br /> appointing key personnel. I would hope to help to accomplish fair and reasonable rates for the <br /> consumers of the OWASA system, make effective decisions concerning bond issues to help <br /> fund capital projects, make sound policy decisions and to be instrumental in selecting diverse <br /> and quality individuals to work within the OWASA organization. <br /> What is OWASA's role in growth/development issues? <br /> OWASA s services need to be consistent with the growth of the populations that they serve, <br /> which includes the Towns of Carrboro and Chapel Hill and Orange County.
