This type of procurement <br /> method allows an integrated design and construction entity to be selected by the County <br /> according to a qualifications based selection process (Request for Qualifications - "RFQ"). This <br /> selected individual, partnership, or firm would be engaged to deliver the project according to <br /> demonstrated experience and the construction, operating and budget specifications outlined in <br /> the RFQ solicitation. <br /> The design-build method is an integrated approach to a construction project that delivers both <br /> design (architectural and engineering) and construction services under one contract with a <br /> single point of responsibility, the Design Builder. Under this delivery method, the County would <br /> be provided the benefit of the design team and contractor working together to achieve the <br /> County's objectives under a single contract. That is, a designer and the contractor would <br /> partner or work for the same firm instead of both working separately for the County. <br /> The new design-build statute defines a design-builder as "an appropriately licensed person, <br /> corporation, or entity that, under a single contract, offers to provide or provides design services <br /> and general contracting services." The new statute still requires that architectural and <br />
