3 <br /> hp://www.oranecount�nc. ov/15002.pdf <br /> Next Steps/Timeline <br /> Based on the State's timeline for the adoption of its final 2018-2027 STIP, new projects, project <br /> deletions from the existing database, or changes to project descriptions are to be entered into <br /> the new SPOT 4.0 database in October for scoring by the State. Once scores for each project <br /> are received in late 2015 or early 2016, the BOCC will be given the opportunity to rank the <br /> Orange County projects on the TARPO list in priority order to act as a guide for both <br /> Transportation Coordinating Committee and TAC representatives from Orange County to <br /> strategize/prioritize their assignment of local input points to projects during TARPO's internal <br /> local input process. <br /> MPO Planning Area Proiects <br /> Although this item only involves projects within the portion of Orange County in the TARPO <br /> planning area, the Durham-Chapel Hill-Carrboro (DCHC) and Burlington-Graham MPOs have <br /> similar internal processes for determining which projects throughout each planning area will be <br /> submitted to the State for scoring among those submitted by local member jurisdictions. The <br /> MPO processes do not require BOCC action to carry out their internal project scoring and <br /> submission procedures. <br /> FINANCIAL IMPACT: There is no immediate financial impact associated with this item. All <br /> Orange County projects that will be submitted for State scoring and consideration of inclusion in <br /> the STIP are highway projects that, if programmed, will be funded and administered in whole by <br /> the State. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this agenda item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br /> activity, substance abuse and domestic violence. <br /> The proposed Orange County transportation projects are intended to improve mobility for <br /> County residents to better access jobs, social services, essential goods, personal services, and <br /> healthcare and to encourage economic development within the County that would create <br /> additional economic opportunity. The proposed Orange County projects are also intended to <br /> create a safer transportation network that would reduce the frequency and severity of vehicle <br /> accidents on subject transportation facilities. <br /> RECOMMENDATION(S): The Manager recommends that the Board adopt the resolution <br /> (Attachment 1) endorsing TARPO's list of "new" projects to submit for State scoring and <br /> consideration of inclusion in the 2018-2027 STIP. <br />
