At its June 2, 2015 meeting, the <br /> BOCC adopted a resolution endorsing Orange County's transportation project priority list for <br /> projects located within the TARPO planning area. This list was combined with project lists from <br /> the other TARPO member jurisdictions to create an exhaustive list of all projects within its <br /> boundaries to consider for submitting to the State for scoring and ultimate consideration of <br /> inclusion within the STIP. For SPOT 4.0, the North Carolina Department of Transportation <br /> (NCDOT) has limited TARPO to a total of 12 "new" projects that can be submitted per mode, but <br /> is allowing all RPOs and MPOs to continue to submit any "carry-over" projects for consideration <br /> that: <br /> 1) Were previously supported by RPOs, MPOs and NCDOT divisions through the <br /> assignment of local inputs; <br /> 2) Were included in the developmental portion (years 2021-2025) of the 2016-2025 STIP; <br /> 3) Were siblings of projects funded in the 2016-2025 STIP; or <br /> 4) Had their required environmental document underway or completed. <br /> Any project that does not meet the preceding criteria is considered a "new" project. <br /> A Prioritization subcommittee was appointed by the TARPO Transportation Advisory Committee <br /> JAC) to determine which projects submitted by all member jurisdictions would be included in <br /> TARPO's allotment of "new" projects to submit for State scoring. The TARPO Prioritization <br /> subcommittee developed its recommendation and is requesting that the BOCC adopt the <br /> attached resolution (Attachment 1) endorsing the RPO's submission of up to 12 "new" projects <br /> by mode (Attachment 2). This list of 12 "new" projects by mode includes all "new" projects for <br /> the entire TARPO planning area (Lee and Moore counties and portions of Chatham and Orange <br /> counties). Projects located within Orange County on this list are underlined and italicized. <br /> A combined list of all Orange County projects, including both "carry-over" and "new" projects, is <br /> provided as Attachment 3. A map depicting the locations of all projects on the combined project <br /> list is provided as Attachment 4. The attached combined project list (Attachment 3) also lists the <br /> projects that were endorsed by the BOCC at its June 2, 2015 meeting that did not make the final <br /> cut to be submitted to the State for scoring or consideration of inclusion in the STIP. These <br /> projects were not recommended by the TARPO Prioritization subcommittee because they are <br /> categorized as bicycle infrastructure projects that would require the County to provide a 20% <br /> local match and to administer the implementation of the project.
