Orange County Combined List Map <br /> PURPOSE: To consider a resolution (Attachment 1) endorsing transportation projects within the <br /> Triangle Area Rural Planning Organization (TARPO) planning area for State scoring and <br /> ultimate consideration of inclusion in the 2018-2027 Statewide Transportation Improvement <br /> Program (STIP). <br /> BACKGROUND: Biennially, the North Carolina Board of Transportation (BOT) adopts a multi- <br /> year Statewide Transportation Improvement Program (STIP) containing funding and scheduling <br /> information for transportation projects throughout the state including those for highways, aviation <br /> facilities, public transportation, ferry travel, freight rail, and bicycle and pedestrian facilities. The <br /> STIP is the major tool the State uses for the implementation of locally and regionally adopted <br /> transportation plans, from which projects are conceived for programming consideration. In 2013 <br /> and 2014, the State, in conjunction with the metropolitan planning organizations (MPOs) and <br /> rural planning organizations (RPOs) throughout the state, completed the prioritization process <br /> for the 2016-2025 STIP, which was adopted by the North Carolina Board of Transportation in <br /> June 2015. <br /> The State is once again beginning the process of developing the 2018-2027 STIP, which is <br /> scheduled to be finalized and adopted in July 2017, and has requested that MPOs and RPOs <br /> develop transportation project priorities to be submitted for scoring for ultimate consideration in <br /> the STIP. Implicit in this process is the application of the Strategic Mobility Formula (SMF) <br /> developed as part of the Strategic Transportation Investments (STI) legislation, as well as a <br /> scoring methodology used to rank/prioritize projects. The scoring methodology is known as <br /> Strategic Planning Office of Transportation (SPOT) scoring and considers metrics related to <br /> congestion, benefit-cost, and safety, among others. The last iteration of project scoring was <br /> known as SPOT 3.0, and the next iteration of project scoring is known as SPOT 4.0.
