<br />JOB TITLE: Communications Operations Manager <br />DEPARTMENT: Emergency Management,- Orange County <br />EM/ 10 <br />JOB SUMMARY: This position is responsible for supervising the daily operations of the <br />Communications Division and the Telecommunicators working in that section, while overseeing the <br />communications training program, including initial training of new personnel and ongoing training <br />and quality control. <br />MAJOR DUTIES: <br />o Oversees the daily operations of the E-911, working through Communications Supervisors; <br />assures shift coverage with appropriately trained staff; participates in hiring and disciplinary <br />actions; conducts performance appraisals. <br />o Directs the E-911 Teaching Institution; plans, prepares and coordinates comprehensive <br />program for new employees and for continuing education; identifies and supervises <br />instructors. <br />o Serves as a liaison with other teaching institutions; delivers and conducts training locally <br />and across the state on a variety of topics. <br />o Coordinates the maintenance of training records for al in-house communications personnel <br />and students attending mandated certified training. <br />o Manages the training of emergency medical dispatch staff in procedures and medical <br />questioning required to handle emergency medical calls; recommends changes in protocols; <br />rewrites and recommends changes in EMT training programs and protocols <br />o Administers the EMD quality improvement program; monitors employees daily for <br />compliance with EMD patient care protocols and documentation; monitors employees for <br />compliance with protocols and policies; conducts quality reviews; prepares reports of <br />quality activities. <br />o Serves as the division supervisor in the absence of the EM Deputy Director; assists in <br />budget preparation and other division management tasks as needed. <br />o Responds to incidents when needed; functions within incident command structure of large- <br />scale incidents; coordinates communications activities and resource allocation with mutual <br />aid agencies. <br />o Works as a command-staff level manger in the County EOC during times of activation for <br />weather or other widespread emergencies. <br />
