Class Specification for <br />Communications Operations <br />Manager <br />INFORMATION CONTACT: <br />Michael McGinnis, Human Resources <br />Director, 245-2552 <br />PURPOSE: To amend the Orange County Classification and Pay Plan to add or revise various <br />classifications. <br />BACKGROUND: Occasionally in local government, the duties, responsibilities and other <br />factors that potentially affect the accurate classification of a position evolve over time. Section <br />5.1 of Article VI of the Orange County Personnel Ordinance provides that the Board of County <br />Commissioners adopts the position classification plan and approves any amendment to: <br />• Add or delete a class; <br />• Change the title of an existing class; or <br />• Revise the salary grade of an established class. <br />The County's process for addressing such situations is outlined in Article VI, Section 7 of the <br />Personnel Ordinance. Personnel staff, along with analytical support provided under a contract <br />with The MAPS Group, reviewed the duties and responsibilities of each position and compared <br />the duties and responsibilities to the following existing County positions. <br />Animal Services Director- The Department has proposed and the Personnel Department <br />concurs with the reclassification of the Animal Services Director from grade 24 to grade 29. <br />This reclassification is warranted by a variety of factors, including but not limited to: <br />• Alignment with other Department Head positions with comparable duties and <br />responsibilities; <br />• Increased number of staff in three locations; <br />Expansion of Department programs and services to the public; and <br />Leadership on a variety of sensitive and publicly-visible issues, and support to an <br />advisory board and a variety of ad hoc and technical work groups. <br />Shelter Operations Manager -Animal Services -The Department has proposed and the <br />Personnel Department concurs with the reclassification of the Shelter Operations Manager from <br />grade 14 to grade 16.
