Fair treatment means that no <br /> group of people should bear a disproportionate share of the negative environments <br /> consequences resulting from industrial, governmental and commercial operations or <br /> policies. <br /> • GOAL: ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through voting and <br /> volunteering by eliminating disparities in participation and barriers to participation <br /> Efforts to implement the 2015-2016 Orange County Communications Plan will help encourage <br /> community engagement, inform and guide Orange County residents to specific organizations <br /> and county departments, and inform residents on the activities and programs that are advancing <br /> the County's services and goals. <br /> RECOMMENDATION(S): The Manager recommends that the Board receive information <br /> regarding the Implementation Plan for the Strategic Communication Plan and provide feedback <br /> to staff. <br />
