Bonnie Hammersley said there was discussion on Tuesday night regarding the United <br /> Way funding and she asked staff for an inventory list of what the United Way is funding. She <br /> said it has been reported to her that the funding changes would not take effect until <br /> September. She said staff can work on it during the summer and can bring something back to <br /> the first Board of County Commissioners meeting in September, if necessary. <br /> Chair McKee asked if needs could be addressed with budget amendments in the fall. <br /> Bonnie Hammersley said yes. <br /> Commissioner Rich said if budget amendments were necessary, from where would the <br /> Board pull the funds. <br /> Bonnie Hammersley said the needs would be evaluated going forward and there are <br /> pockets of funding available. <br /> Commissioner Rich said to inform the outside agencies that requested additional <br /> funding, due to United Way cuts, that there may be amendments in the fall. <br /> Commissioner Jacobs agreed with Commissioner Rich. <br /> Commissioner Jacobs said many years the County ends up with a 20-22 percent fund <br /> balance after budgets are approved. He asked if it is a known certainty that the County is at <br /> 17 percent this year. <br /> Bonnie Hammersley said currently there is some uncertainty as to what the projections <br /> will be, since the County has used significant amounts of the fund balances in the past. She <br /> said this will be monitored closely going forward. <br /> Commissioner Burroughs said she supports a plan that allows the Board to address <br /> these cuts in September. She said the three agencies facing cuts are part of the Family <br /> Success Alliance (FSA) Consortium. <br /> Bonnie Hammersley said she would respond back to the affected outside agencies that <br /> have reached out to the County. <br /> Bonnie Hammersley referred to the gold paper at the Commissioners' places. She <br /> reminded the Board of a request by the Interim Superintendent of the Orange County Schools <br /> (OCS), asking that their Board of Education (BOE) have the same compensation as the BOE <br /> for Chapel Hill-Carrboro City Schools (CHCCS). She said the front side of the gold sheet <br /> shows comparable counties within the State, and the reverse side shows the recommended <br /> budget ordinance language to fix the OCS compensation as the same for CHCCS. <br /> Commissioner Burroughs said CHCCS is paid twice a year. <br /> Commissioner Dorosin said he heartily supported this proposed change. <br /> Chair McKee said this compensation is paid out of OCS's monies. <br /> A motion was made by Commissioner Dorosin, seconded by Commissioner Burroughs <br /> for the Board of Board of County Commissioners to fix the compensation for members of the <br /> OCS Board of Education such as that it is the same for the members of the CHCCS Board of <br /> Education; resulting increase to be paid from the approved County appropriation for Orange <br /> County Schools. <br /> VOTE: UNANIMOUS <br /> Bonnie Hammersley referred to the green sheet that shows County Commissioner <br /> compensation and peer comparisons in the same counties as used for BOE comparisons. <br /> She said the towns and cities in Orange County are also included. She said options for <br /> consideration are located at the bottom of the page, should the Board choose to look at <br /> changes to the current compensation. <br /> Chair McKee said he and the Manager have discussed this topic at length.
