Commissioner Price said when she petitioned the Board about this parking request <br /> earlier in the year and the request came from the residents. She said the residents are not <br /> looking for parking on Rainey Avenue. <br /> David Stancil said he could re-distribute a memo that reflects the conversations. He <br /> said he would also be happy to attend the next Community Watch meeting to provide an <br /> update. <br /> Commissioner Price said the residents' hope was to dedicate a parking area in honor of <br /> an influential community member in the neighborhood and also to get the vehicles off the <br /> roads. <br /> David Stancil said Terrain Street is in front of the Park entrance, and suffers the largest <br /> overflow parking issues. He said Rainey Avenue is on the side of the Park and the right hand <br /> side of the street is vacant thus not disrupting residences. He said he hopes paving the police <br /> substation would serve as an intermediate solution. <br /> Paul Laughton referred to the blue sheet: Orange County CIP Recommended Projects- <br /> Revised Fiscal Year 2015-16. He noted the two changes on the back of the sheet. He said <br /> staff is seeking the Board's acceptance of the five year CIP but also to approve the intent to <br /> adopt the one year funding for the CIP for 2015-16 as listed on the blue handout. <br /> Commissioner Dorosin asked if everything on the Rogers Road Sewer Project is funded <br /> from the general fund. <br /> Paul Laughton said yes and the other funding would come in Year 2. <br /> Commissioner Dorosin asked if the funding for the Eubanks Solid Waste Convenience <br /> Center should appear in the blue handout. <br /> Paul Laughton said that is part of the 2014-15 financing package that will be closed on <br /> at the end of this month. <br /> Commissioner Jacobs referred to the parking lot improvements. He said there is one <br /> item in this category and suggested putting money in there for Fairview Park parking lot <br /> improvement. <br /> Bonnie Hammersley said this information is on page 34 in the CIP book. <br /> Commissioner Jacobs said there is $120,000 for one project and suggested putting <br /> some of the $280,000 PAYG funds, that were moved to financing, into this category and <br /> designate it for Fairview Park parking renovations. <br /> Commissioner Rich asked if there is an estimate of the costs. <br /> David Stancil said $30,000 is budgeted for paving of the police substation parking lot. <br /> Commissioner Jacobs said the total cost of the next phase would be $500,000. He <br /> said this would allow an access road into the park off of new 86, instead of all traffic going <br /> through the neighborhood. He said it would also move the park to being more of a County <br /> park instead of just a neighborhood park. He said there is not $500,000 available but it would <br /> be nice to get started on the next part of the Master Plan. <br /> David Stancil said other options that may cost less than $500,000 have been reviewed. <br /> Commissioner Rich asked Commissioner Jacobs if he could clarify his request. She <br /> asked if he is requesting funding from other areas thus leaving David Stancil's budget as is. <br /> Commissioner Jacobs said yes since Fairview Park is not in the CIP and there is not <br /> funding to do the whole project. <br /> David Stancil said the parking lot is designed but there is no funding. <br /> Commissioner Rich said this has been a project that has needed renovations for some <br /> time, thus she is in agreement with Commissioner Jacobs. <br /> Chair McKee asked if there is a specific dollar amount being considered. <br /> David Stancil said if the Board tells staff there is a set amount to work with then staff <br /> can make it work. <br />
