VOTE: Ayes, 3 (Commissioner Dorosin, Commissioner Burroughs, and Commissioner Rich); <br /> Nays, 4 (Commissioner Jacobs, Commissioner Price, Chair McKee, and Commissioner <br /> Pelissier) <br /> Motion fails <br /> Commissioner Price said the Center for Home Ownership asked for $45,000 and she <br /> suggested $22,000. <br /> A motion was made by Commissioner Price, seconded by Commissioner Burroughs to <br /> enter into a contract with the Center for Home Ownership for $22,000. <br /> VOTE: Ayes, 5 (Chair McKee, Commissioner Price, Commissioner Burroughs, Commissioner <br /> Pelissier, Commissioner Jacobs); Nayes, 2 (Commissioner Rich and Commissioner Dorosin) <br /> Commissioner Price/Chair McKee Voices Together $3000 <br /> Commissioner Price OCIM Samaritan Relief $7585 <br /> Commissioner Burroughs Communities in Schools (CIS) $12,000 <br /> Commissioner Rich Art Therapy Institute $1000 <br /> A motion was made by Commissioner Price, seconded by Commissioner Jacobs to <br /> extend capacity to serve .5 FTE, in the amount of$39,575, for a practitioner for the Health <br /> Department to address men 18 and over, beyond the issue of communicable diseases. <br /> Commissioner Burroughs said this is a conversation that the Board of Health should <br /> have first. <br /> Bonnie Hammersley said there was a request from the Board of Health to add a <br /> position and a half, and the need was for the entire request, not just the half time position. <br /> Commissioner Pelissier said the Board really does need to understand the implication <br /> of this issue. She said there needs to be a conversation about people just coming into the <br /> health department for physicals before she is willing to support the motion. <br /> Chair McKee said he would have been more comfortable if this conversation had taken <br /> place with the Director of the Health Department, Dr. Colleen Bridger. <br /> VOTE: Ayes, 3 (Commissioner Jacobs, Commissioner Dorosin, Commissioner Price); Nayes, <br /> 4 (Commissioner Burroughs, Commissioner Pelissier, Chair McKee, and Commissioner Rich) <br /> Motion failed. <br /> • Funding for Chapel Hill-Carrboro City Schools and Orange County Schools <br /> Commissioner Burroughs said she was not just elected to support the schools or just <br /> one school system but rather she is focused on the children the schools serve. She said that <br /> one district states a need of$800,000, in order to not cut positions. She said the other district <br /> may need to cut positions due to State mandates regarding salary and benefits. She said if <br /> the Board is unable to provide the schools the necessary $1.4 million, students will be <br /> impacted. She said there have been cuts over the past 6 years that total $10 million. <br /> Commissioner Burroughs said the schools in Orange County are working very hard to <br /> support their students and there is still great need. She said concerns have been raised that <br /> the schools are receiving close to 50 percent of the County's budget. She said 50 percent is a <br /> round number but it is arbitrary and does not address need which should be the focus. She <br /> thinks that meeting the needs is important and takes money and she would support a tax <br />
