Commissioner Burroughs said providing funding outside of the per pupil allowance will <br /> only create further division between the school districts. She urged the Board not to support <br /> this. <br /> Commissioner Jacobs said, in the big picture, this is a small amount of money, and <br /> giving it to OCS would have direct impact on students' education. <br /> Chair McKee agreed with Commissioner Burroughs, and also implored the Board not to <br /> support giving OCS these funds. <br /> Commissioner Dorosin said he would support taking the proposed funds for CIS and <br /> OCS out of the outside agency process, and providing the funds as a non-departmental. <br /> Commissioner Burroughs said Paul Laughton's suggestion is how the Board handles <br /> other fair funding items. <br /> Commissioner Burroughs said to take both CIS's funding out and put it in non- <br /> departmentals. <br /> A motion was made by Commissioner Price, seconded by Commissioner Jacobs to <br /> take the $35, 200 and put it into Orange County non-departmental for OCS. <br /> Commissioner Rich said the name of fair funding should be changed. <br /> Commissioner Burroughs said the Board has carefully not had a fair funding <br /> conversation. She said there are lawyers in the school world that think fair funding is not fair, <br /> and County lawyers that think it is fair. <br /> VOTE: Ayes, 4 (Commissioner Price, Commissioner Jacobs, Commissioner Dorosin and <br /> Commissioner Rich); Nayes, 3 (Chair McKee, Commissioner Pelissier and Commissioner <br /> Burroughs) <br /> Motion passed <br /> Commissioner Jacobs Fairview Community Watch $2000 <br /> A motion was made by Commissioner Dorosin, seconded by Commissioner Price to <br /> approve $2000. <br /> VOTE: UNANIMOUS <br /> Commissioner Jacobs Piedmont Wildlife Center $2000 <br /> A motion was made by Commissioner Dorosin, seconded by Commissioner Rich to <br /> approve $2000 for this Center. <br /> VOTE: UNANIMOUS <br /> Commissioner Price Center for Home Ownership $22,000 <br /> A motion was made by Commissioner Dorosin, seconded by Commissioner Pelissier to <br /> not fund this item here but rather to have a contractual relation with them. <br /> Bonnie Hammersley said the Housing Director has weighed in on this issue and does <br /> support funding this organization and recommends working closely with them. <br /> Commissioner Jacobs asked if this funding can be done as a contract rather than as <br /> outside agency funding. <br /> Bonnie Hammersley said yes. <br /> An amended motion was made by Commissioner Dorosin, seconded by Commissioner <br /> Burroughs to take the money off of outside agency funding and enter into a contract with the <br /> Center for Home Ownership for $10,000. <br />
