• Step Two: Review of application by Planning Board who make a recommendation on <br /> the application based on the evidence and testimony offered into evidence during the <br /> public hearing. <br /> — STAFF COMMENT: The Planning Board is currently scheduled to meet and <br /> review this item at their July 1, 2015 regular meeting 7:00 p.m. held in the <br /> lower level conference room of the West Campus Office Building at 131 <br /> West Margaret Lane in downtown Hillsborough. <br /> • Step Three: BOCC reconvenes public hearing to receive Planning Board <br /> recommendation. No additional public comment/testimony is accepted. <br /> • BOCC takes action on the proposal. <br /> STAFF INITIAL REVIEW <br /> • Applicant has submitted documentation required for the review of the project <br /> • Applicant has submitted required documentation for a Class A Special Use Permit (i.e. <br /> required by Section 2.7.3) <br /> • There are goals/objectives/policies within the Comprehensive Plan lending credence to <br /> the viability of the proposal <br /> RECOMMENDATION <br /> 1. Receive the application, <br /> 2. Conduct the Public Hearing and accept public, BOCC, and Planning Board comments. <br /> 3. Refer the matter to the Planning Board with a request that a recommendation be <br /> returned to the County Board of Commissioners in time for the September 1, 2015 <br /> BOCC regular meeting. <br /> 4. Adjourn the public hearing until September 1, 2015 in order to receive and accept the <br /> Planning Board's recommendation and any submitted written comments. <br /> Patrick Mallet: I am going to note at this point that the Applicants, and I'll let them get into the <br /> details, but I believe that they've been into extensive discussions with some of the adjacent <br /> property owners. Namely one property owner, in particular, to the North. And have revised the <br /> buffer that they would be providing on the northern side, and the chain —the type of fencing, I <br /> believe, is another element to their request. The Applicants' submitted today some revised <br /> plans which I believe you have copies of those revised plans. And we'll let them speak to the <br /> specifics of those revisions. <br /> The request includes the treatment around the solar array system. Essentially, they're <br /> proposing gravel paths and natural areas. That will vary depending on the type of soil and <br /> topography. Vehicular access would be restricted to White Cross Road. As you may have <br /> noticed the parcel is 35.88 acres and it does have some access on to Old Greensboro Road. <br /> But they're proposing access essentially right next to the White Cross Recreational Facility. <br /> This is the site plan. The square areas are obviously the solar arrays. This is White Cross <br /> Road here. This is the staging area for construction. This red perimeter is the fenced in area. <br /> This is the northern property line. As I mentioned that buffer, I believe, has been revised. And <br /> the southern portion of the property is being retained by the property owner. This area is <br /> approximately 20 acres. This shows the typical cross section of the solar array system and a <br /> typical section of the 50 foot wide type B buffer around the perimeter. <br /> This shows the cross section of the northern property line. As I stated, that buffer has been <br /> revised so I'll let the Applicant go into further details regarding the treatment of that buffer. This <br />
