He asked if <br /> there is any strategy for providing more affordable housing rentals, versus affordable units for <br /> ownership. <br /> Jamie Rohe said there is an inclusionary zoning ordinance for home ownership. She <br /> said the Affordable Housing Commission, which is all of the main affordable housing <br /> stakeholders in the County, is focusing on how to encourage private developers to give <br /> affordable rentals in their developments. <br /> Commissioner Rich said the Town of Chapel Hill is working with a developer on Legion <br /> Road; but the process has been delayed, due to paperwork not being filed in a timely manner. <br /> She said the development is supposed to be largely made up of affordable housing. She said <br /> she is unsure if this development will include any priority for those who are homeless, or at risk <br /> of being so. <br /> Commissioner Jacobs said he was thinking more about the Ephesus Fordham area, <br /> and downtown on Rosemary Street. <br /> Commissioner Rich said the Exchange was at Ephesus Fordham, and it was put on <br /> Legion Road instead. <br /> Bonnie Hammersley said she will find out the strategy information from the Towns of <br /> Chapel Hill and Hillsborough, and will forward it to the Board. <br /> Commissioner Jacobs said he agreed with Commissioner Dorosin about incentivizing <br /> the private sector to interface with government, to provide affordable units. He said an <br /> incentive per unit may not be a financially viable option with a large apartment complex; but it <br /> may be a viable option with an owner of a private home, which is rented out. He said he would <br /> not want to give up this option entirely. <br /> Commissioner Rich said the density bonus strategy is not working for the Town of <br /> Chapel Hill. <br /> Commissioner Rich said her concern is, as transitional housing is built with Inter-Faith <br /> Council Social Services (IFC), there are still homeless on the street, and there are no <br /> emergency shelters available to them. She said the option of building a shelter must be <br /> considered, as the transitional housing is a non-emergency shelter.
