4 <br /> Planning Director's Recommendation: In accordance with the provisions of Section 2.7.4 of the <br /> UDO, the Planning Director recommends approval of the application subject to: <br /> • Approval of the recommended Findings of Fact as detailed within Attachment 5, <br /> • The imposition of the recommended conditions detailed within Attachment 5, and <br /> • The BOCC's ability to make an affirmative finding on the general standards outlined <br /> within Section 5.3.2 of the UDO. <br /> Staff has provided a script denoting the cadence of review and action on the recommended <br /> findings in Attachment 7. <br /> Public Hearing Procedural Information: In accordance with Section 2.7.8 (A) (3) of the UDO, <br /> evidence not presented at the public hearing must be submitted in writing prior to the Planning <br /> Board's recommendation. Additional oral evidence may be considered by the Planning Board <br /> only if it is for the purpose of presenting information also submitted in writing. The public <br /> hearing is held open to a date certain for the purpose of the BOCC receiving the Planning <br /> Board's recommendation and any submitted written comments. <br /> FINANCIAL IMPACT: Staff has determined the project would not require augmentation of <br /> County budgetary outlays to support services and that anticipated revenues from property taxes <br /> should supplement any increases in cost. <br /> SOCIAL JUSTICE IMPACT: There is no specific Orange County Social Justice Goal impact <br /> associated with this item. <br /> Please note the review and required findings of fact associated with special use permits is <br /> detailed within State law and the UDO. A finding that a project supports or in some way <br /> contributes to the concept of Social Justice is not a required finding and cannot be a basis of <br /> approval or denial. <br /> RECOMMENDATION(S): The Manager recommends the Board: <br /> 1 . Receive the Planning Board's recommendation; <br /> 2. Close the public hearing; <br /> 3. Approve the Findings of Fact, and impose the recommended conditions, as detailed <br /> within Attachment 5; and <br /> 4. Make a motion approving the Special Use Permit. <br /> As a reminder there is a script to aid Board members in their deliberations of this request in <br /> Attachment 7. <br />
