ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 3, 2007 <br />Action Agenda <br />Item No. ~- - {-~ <br />SUBJECT: Bid Award: Hook Lift Truck for Orange County Solid Waste <br />DEPARTMENT: Purchasing Department PUBLIC HEARING: (Y/N) No <br />Solid Waste Management <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Bid Tabulation Pam Jones, 245-2652 <br />Gayle Wilson, 968-2885 <br />PURPOSE: To consider awarding a bid to Triad Freightliner of Greensboro, North <br />Carolina for a Hook Truck to be utilized by Orange County Solid Waste at the solid <br />waste convenience centers. <br />BACKGROUND: The 2007-08 budget includes plans for the replacement of a Dump <br />Truck with a l-look-Lift Truck. This new truck will be used to assist the present truck and <br />act as a backup vehicle for the current truck which services bulk roll-off containers at the <br />County's five solid waste convenience centers (SWCC). During FY2006-07 and the <br />present FY2007-08, the Sanitation Division has transitioned to a containerized system <br />versus the old system of non-containment for bulk materials. Materials collected <br />individually include appliances, clean wood, construction and demolition material, <br />mattresses, metal, tires and yard waste. This transition has proven to be very efficient. <br />Thirty-four (34) roll-off containers are presently stationed at the five SWCC's and <br />approximately ten are serviced each day, except Sunday. The ability to guarantee the <br />necessary collection of these items is the primary concern since the present truck <br />operates every day except Sunday. When the present truck is scheduled for service or <br />must be repaired, either in-house or transported to an outside vendor for repair, <br />containers are either not serviced and material is placed upon the ground when the <br />container reaches its capacity, or a private contractor is utilized at a cost of $125 per <br />pull per container. <br />Orange County's requirements were advertised and eleven vendors were solicited for <br />Orange County's bid number 267. Four vendors submitted bids. Pursuant to the <br />attached bid tabulation, Triad Freightliner of Greensboro, North Carolina submitted the <br />lowest responsible bid that was responsive at a delivered cost of $144,821 for a <br />Freightliner FLD120 SD cab & chassis with an automatic transmission and a <br />Swaploader SL 650 Hoist. <br />FINANCIAL IMPACT: The purchase price of the truck is $144,821. Sufficient funds <br />were allocated within the FY 2007-2008 Solid Waste budget to purchase the truck over <br />
