(CES) for <br /> the purchase of a Front End Loader Truck for the Recycling Division of the Solid Waste <br /> Management Department and to declare the vehicle it is proposed to replace as surplus. <br /> BACKGROUND: The Solid Waste Department equipment replacement schedule calls for <br /> the replacement of a Front End Loader Truck (# 1585 - purchased in FY-2003/2004). This <br /> truck is used to service corrugated cardboard dumpsters at the 24-hour recycling drop-off <br /> sites and solid waste convenience centers, schools, government buildings and two <br /> locations in downtown Chapel Hill. <br /> North Carolina General Statute (NCGS) 143-129(e) (3) allows local governments to make <br /> purchases through a competitive bidding group purchasing program, which is a formally <br /> organized program that offers competitively obtained purchasing services at discount prices <br /> to two or more public agencies. The National Joint Powers Alliance (NJPA) is a cooperative <br /> purchasing group that meets the requirements of NCGS 143-129(e) (3). The specific <br /> contract number is NJPA Contract # 060612-ESG. The terms of the contract call for items <br /> to be sold and serviced through a local dealer bid. Carolina Environmental Systems has <br /> been identified as the local dealer (See attached Pricing/Warranty Memorandum). <br /> Staff compiled a list of specifications that meet the County's needs and compared these <br /> specifications to information units bid by the NJPA. There were no noted deficiencies and <br /> staff determined that all specifications met the County's needs. The recommended unit <br /> consists of a 2016 P e t e r b i 1 t Cab and Chassis and a H e i l body at a total cost of <br /> $2 7 5,8 5 0.9 2 . The Pricing/Warranty Memorandum is attached. <br /> Once the new front end loader truck is delivered, Truck #1585 will no longer be needed and <br /> therefore would need to be sold. The BOCC is requested to declare Truck#1585 surplus once <br />
