2 <br /> also the land value to consider, but otherwise undevelopable strips of land between a busy road <br /> and a landfill would be expected to be of minimal monetary value. <br /> SOCIAL JUSTICE IMPACT: The following two Orange County Social Justice Goals are <br /> applicable to this agenda item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br /> activity, substance abuse and domestic violence. <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of <br /> environmental laws, regulations, policies, and decisions. Fair treatment means that no <br /> group of people should bear a disproportionate share of the negative environmental <br /> consequences resulting from industrial, governmental and commercial operations or <br /> policies. <br /> The Eubanks Road Solid Waste Center Project will positively impact the County in general and <br /> the nearby community more specifically by providing for the consolidation, modernization and <br /> streamlining of existing solid waste disposal and recycling services available at the existing <br /> convenience center as well as at other locations in the nearby area. It will improve vehicle <br /> safety for residents using the center and for the community residents that travel along Eubanks <br /> Road near the convenience center. There will also be improvements that reduce the risk of <br /> injury caused by the lifting of heavy materials and allow much improved access for disabled <br /> users. The expansion of the center is also expected to facilitate recycling and increase <br /> recycling rates, thereby allowing the County to further surpass local waste reduction goals. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve a dedication of <br /> Right-of-Way and permanent utility easement for water and sewer to service the expanded <br /> Eubanks Road Solid Waste Center Project as previously presented, and to authorize the Chair <br /> to sign on behalf of the Board following final review of the County Attorney. <br />
