1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 1, 2015 <br /> Action Agenda <br /> Item No. 6-k <br /> SUBJECT: Dedication of Right-of-Way and Permanent Water and Sewage Easement for <br /> Eubanks Road Solid Waste Center Project <br /> DEPARTMENT: Solid Waste, Asset PUBLIC HEARING: (Y/N) No <br /> Management Services, <br /> County Attorney's Office <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1) Site Location Map Gayle Wilson, 919-968-2788 <br /> 2) Final Plat of Right-of-Way Jeff Thompson, 919-245-2658 <br /> 3) Deed of Easement John Roberts, 919-245-2318 <br /> PURPOSE: To consider approving a dedication of Right-of-Way and permanent utility <br /> easement for water to service the expanded Eubanks Road Convenience Center and landfill <br /> improvements project as previously presented, and to authorize the Chair to sign on behalf of <br /> the Board following final review of the County Attorney. <br /> BACKGROUND: The County is in the process of obtaining final permits for the expansion of <br /> the Eubanks Road Solid Waste Center Project. The project requires two new turning lanes to <br /> be installed along Eubanks Road and for a main water line to be extended to the site - see <br /> Attachment 1, Site Location Map. The expansion and improvement project was presented to <br /> the Board during the June 2, 2015 Board meeting as Action Agenda Item 7-b. <br /> The new turning lanes will require the existing right-of-way along Eubanks Road adjacent to the <br /> project site to be adjusted to fit the new lanes - see Attachment 2, Final Plat of Right-of-Way. <br /> The installation of the utility line will require a three party easement agreement between the <br /> County, North Carolina Department of Transportation, and the Orange Water and Sewer <br /> Authority - see Attachment 3. <br /> The right-of-way adjustment will require approximately 1.1 acres of land that currently serves as <br /> a buffer along Eubanks Road to be dedicated. This area is a partially wooded and mostly <br /> grassed edge along the road. The area will be disturbed and cleared as part of the construction <br /> project to install the turning lanes and the water line. A vegetative buffer will be restored as part <br /> of the final construction of the convenience center expansion. <br /> FINANCIAL IMPACT: The right-of-way final plat preparation will cost approximately $3,000 <br /> when complete and the Three Party Utility Easement has no additional cost beyond the project <br /> costs for the construction of the two turning lanes and the installation of the water line.
