8
1 • Applicant has submitted required documentation for a Class A Special Use Permit (i.e.
2 required by Section 2.7.3).
3 • There are goals/objectives/policies within the Comprehensive Plan lending credence to
4 the viability of the proposal.
5
6 RECOMMENDATION
7 1. Receive the application,
8 2. Conduct the Public Hearing and accept sworn testimony and evidence.
9 3. Refer the matter to the Planning Board with a request that a recommendation be
10 returned to the County Board of Commissioners in time for the October 6, 2015 BOCC
11 regular meeting.
12 4. Adjourn the public hearing until October 6, 2015 in order to receive and accept the
13 Planning Board's recommendation and any submitted written comments.
14
15
16 Patrick Mallet: And with that I have Charlie Viles, who is going to walk through the different
17 elements of the school, and give you an overview.
18
19 Pete Hallenbeck: Do the Commissioners have any questions at this point? Or are we going to
20 wait until we hear from the applicant?
21
22 The Commissioners had no questions or comments.
23
24 Peter Hallenbeck: Alright. Go ahead, Sir.
25
26 Charlie Viles: My name is Charles Viles. I am duly sworn. My connection with the School is—
27 I've been on the School's — Chairman of the School's Camus Planning Committee for the last
28 six years. I was on the School's board from 2007 to 2014 and was Board President for two of
29 those years. I've also been a parent at the School for fifteen years. I want to quickly introduce
30 the other folks that may come up here to speak. Rebecca Rogers who is the School's treasurer,
31 a member of the Board, and also a practicing attorney, if there is a need for cross examination
32 and things like that, then she would serve in that capacity. Chad Abbott is the Consultant that
33 we've hired with Summit Engineering. He's a practicing Engineer and he will — anyway, a little
34 technology issue there —he will address the technical details of the application. And then we
35 also enlisted Vick Knight, who is an appraiser, and if needs to get up and speak about the
36 property value, the maintenance of the property values, or the proposal, then he's ready to do
37 that as well. Although, if that's not required, we won't do that.
38
39 So, my job here is really to provide a bit of a human face. I'm the expert for the School. 1
40 understand what the School is about. And to provide you a picture of what goes on at the
41 School, and so you can better get a feel for what we're trying to accomplish. Waldorf Education
42 is a style of education that has been around for about a hundred years.
43
44 Charlie Viles presented the following PowerPoint slides:
45
46 Application for Class A Special Use Permit
47 Orange County Board of County Commissioners
48 May 26, 2015 Emerson Waldorf School
49
50 Presentation Overview
