14 <br /> 1 Commissioner Burroughs said some elements of this program sound like Smart Start, <br /> 2 and More and Four. She asked if these programs compare to the Family Success Alliance. <br /> 3 Colleen Bridger said there are existing programs and services in the community such as <br /> 4 the two mentioned above and the role of the FSA pipeline is to bring all of these providers <br /> 5 together allowing easier access for families. She said the Zone Navigators will also help in this <br /> 6 regard. <br /> 7 Commissioner Price asked if there is a timeline regarding the use of these funds since it <br /> 8 is the end of both the fiscal and school years. <br /> 9 Colleen said the Zone Navigator position would start as soon as approval is given which <br /> 10 is about 4 weeks from now. She said the interventions would start over the summer and some <br /> 11 of the funds would be able to be carried forward. <br /> 12 Commissioner Price asked if there is a reason that existing funds are being requested <br /> 13 as opposed to using new funds in next year's budget. <br /> 14 Colleen Bridger said partly because next year's budget is not enough to cover the <br /> 15 outlined goals and partly because the completion of the necessary analyses this past year took <br /> 16 time and caused a bit of delay in the process. <br /> 17 Commissioner Price asked if there is a clear purpose for the use of the Social Justice <br /> 18 Funds and if there is an emergency between now and June 30th, and this fund is depleted, what <br /> 19 would be done. <br /> 20 Bonnie Hammersley said the Social Justice Funds in 2014-2015 was $450,000. She <br /> 21 said $100,000 was designated towards the FSA and the Board allocated $350,000 to the Social <br /> 22 Services Child Care Fund. She said the audited fund balance came forward in January and <br /> 23 there were some funds available to replenish the Social Justice Fund, bringing it back to <br /> 24 $450,000. She added that this total does not include the $90,000 that was designated for the <br /> 25 FSA. She said the 2015 to 2016 includes her recommendation to maintain the Social Justice <br /> 26 Fund at $450,000. <br /> 27 Commissioner Price asked if there are any criteria for who is able to draw down on this <br /> 28 money. <br /> 29 Bonnie Hammersley said this fund and its uses are determined by the Board of County <br /> 30 Commissioners. <br /> 31 Commissioner Price said the BOCC has not designated criteria for the uses of this fund. <br /> 32 Chair McKee said the Board did not identify specific uses for the funds other than <br /> 33 childcare and the FSA. <br /> 34 Commissioner Dorosin asked if the Board were to approve the monies for the FSA, <br /> 35 would there still be $350,000 in the Social Justice Fund. <br /> 36 Bonnie Hammersley said no but there is $450,000 in the fund now. <br /> 37 Commissioner Dorosin said at the April 7th Board of County Commissioners meeting, he <br /> 38 petitioned to use some of these funds to support the Rogers Road Community Center. He also <br /> 39 expressed some confusion about the purpose and uses of these funds. Chair McKee said this <br /> 40 petition is in process. <br /> 41 Bonnie Hammersley said the Social Justice Funding has been used on a case by case <br /> 42 basis determined by the Board of County Commissioners. She said staff will bring issues <br /> 43 forward and the Board has the authority to determine the approach and funding to address the <br /> 44 needs. <br /> 45 Commissioner Dorosin clarified that there is $450,000 currently in this fund. <br /> 46 Bonnie Hammersley said there is $450,000 right now in this fund and it will be carried <br /> 47 over to 2015-2016. <br /> 48 Commissioner Dorosin asked if any of the money is spent will it be replenished to keep <br /> 49 the total funds available at $450,000. <br /> 50 Bonnie Hammersley said that is her recommendation. <br />
