12 <br /> 1 The Board approved a contract renewal between the Solid Waste Department and HDR <br /> 2 Engineering, Inc. of the Carolinas for engineering and consulting services for Solid Waste <br /> 3 through June 10, 2017 and authorized the Chair to sign the agreement on behalf of the Board. <br /> 4 h. Storage Area Network Upgrade <br /> 5 The Board approved the purchase of new equipment to increase the processing capacity and <br /> 6 increase the storage capacity of the County's storage area network (SAN) while reducing the <br /> 7 annual maintenance costs and authorized the Manager to sign the agreement and any future <br /> 8 amendments. <br /> 9 i. Interlocal Agreement with OWASA for Design of Wastewater Collection System <br /> 10 Improvements in the Historic Rogers Road Neighborhood <br /> 11 The Board approved the Interlocal Agreement with Orange Water and Sewer Authority <br /> 12 (OWASA) for the design of the wastewater collection system improvements in the Historic <br /> 13 Rogers Road Neighborhood and authorized the Chair to sign. <br /> 14 <br /> 15 7. Regular Agenda <br /> 16 <br /> 17 a. Family Success Alliance Request for Social Justice Funding and Approval of <br /> 18 Budget Amendment#8-A <br /> 19 The Board considered approving Budget Amendment#8-A transferring funds from the <br /> 20 Social Justice Fund to the Family Success Alliance to 1) pilot kindergarten readiness and <br /> 21 literacy programs for at least one school in each of the pilot Family Success Alliance (FSA) <br /> 22 zones; and 2) provide initial funds to a zone partner agency for a Family Success Alliance <br /> 23 navigator in each zone. <br /> 24 Colleen Bridger, Orange County Health Department Director, said the FSA was <br /> 25 established to address a body of research that shows the consequences of children growing up <br /> 26 in poverty and that educational success can buffer these results. <br /> 27 Colleen Bridger said this Alliance was created to follow the Harlem Children's Zone and <br /> 28 related Promises Zones Neighborhoods initiative as evidence-based, successful intervention. <br /> 29 She said the FSA was established less than a year ago in Orange County and in this time an <br /> 30 advisory council has been created, service zones established, grant applications submitted, two <br /> 31 priority interventions of kindergarten readiness and literacy, as well as zone navigators to <br /> 32 connect families to the pipeline portals have been determined, and a program coordinator hired. <br /> 33 Colleen Bridger said a team just returned from the Harlem Kids Zone last week where <br /> 34 three days were spent learning about the programs and services offered there as well as the <br /> 35 philosophy that undergirds the Harlem Children's Zone. She said there were two takeaways <br /> 36 from the trip to the Harlem Children's Zone: 1.) Building trust with the community which is as <br /> 37 important as building the pipeline and will take time. 2.) The philosophy of doing whatever it <br /> 38 takes to both build the pipeline as well as working with each child individually, where they are, in <br /> 39 order to achieve success. <br /> 40 Colleen Bridger said the FSA Advisory Council is requesting to spend the remaining <br /> 41 $90,000 in the Social Justice fund on a kindergarten readiness program as well as a Zone <br /> 42 Navigator position for each zone. She thanked the Board for their on-going support and <br /> 43 commitment to insure that this project is successful. <br /> 44 Chair McKee thanked Dr. Bridger for her leadership and commitment to this effort. <br /> 45 Commissioner Burroughs said she emailed some questions to Colleen Bridger earlier <br /> 46 today and asked Colleen Bridger if she would share the information she gave in her response <br /> 47 (email below): <br /> 48 <br /> 49 Question: Kick start with literacy: is there evidence from prior research on that model? If not, <br /> 50 will the pilot include a control group? Research that doesn't include a control group will not <br />
