He said <br /> 2 mattresses can only be stacked by hand and must be stacked by size, resulting in them taking <br /> 3 up a lot of labor and space. <br /> 4 Chair McKee acknowledged the difficulty but reiterated his commitment to addressing <br /> 5 the problem. <br /> 6 Commissioner Jacobs suggested a shred-a-thon type event for mattresses, or assigning <br /> 7 a day once a month specifically for mattress drop off at the Centers. <br /> 8 Bonnie Hammersley said the University of North Carolina (UNC) could be contacted to <br /> 9 see how mattresses are handled there. <br /> 10 Gayle Wilson said the University switches out hundreds of mattresses at a time in a <br /> 11 more scheduled manner, which is easier to deal with. <br /> 12 Commissioner Price said when somebody is moving, disposing of a mattress is often <br /> 13 time sensitive. She agreed there should be another alternative. <br /> 14 Chair McKee acknowledged the hard work of all of the Solid Waste staff but he added <br /> 15 that all the citizens of Orange County are owed Convenience Centers that can take as much as <br /> 16 possible. <br /> 17 Paul Laughton reviewed the following information from the abstract regarding Recycling <br /> 18 Operations: <br /> 19 The current FY 2014-15 includes the purchase of a replacement roll off truck and a <br /> 20 commercial recycling truck, and the purchase of 7,600 rural recycling carts, at a total cost of <br /> 21 $880,203. Year 1 (FY 2015-16) provides for the purchase of 1,750 additional rural carts, the <br /> 22 purchase of a new rural curbside recycling truck, the replacement of a rural curbside recycling <br /> 23 truck, the replacement of a front end loader, and the construction of a recycling roll cart <br /> 24 distribution and maintenance building, at a total Year 1 costs of$1,177,884. Years 2-5 includes <br /> 25 the replacement of several other trucks and front end loader, as per the Enterprise Fund's <br /> 26 vehicle/equipment replacement schedule. <br /> 27 Paul Laughton reviewed the following information from the abstract regarding the <br /> 28 Construction and Demolition (C & D) Landfill: <br /> 29 The C and D Landfill includes $252,994 in Year 2 (FY 2016-17) to rebuild a compactor, <br /> 30 and $219,475 in Years 6-10 to rebuild two dozers. Note: the Solid Waste Management <br /> 31 Department has instituted a re-build program for its heavy pieces of equipment (not trucks) <br /> 32 rather than being replaced. Re-building, or overhauling, is significantly less expensive than <br /> 33 replacing with new equipment, thereby extending its life and reducing costs. <br /> 34 Chair McKee asked if one of the larger pieces of equipment had just been rebuilt. <br /> 35 Gayle Wilson said a good deal of money had been invested into the industrial wood <br /> 36 waste grinder. <br /> 37 <br /> 38 Sportsplex <br /> 39 Paul Laughton reviewed the following information from the abstract: <br /> 40 The current FY 2014-15 includes funding for a Mezzanine addition at the pool area to <br /> 41 include dedicated member change areas and lockers, workout rooms, and a senior/adult cardio <br /> 42 strength center. Year 1 (FY 2015-16) includes $2,800,000 for a new building addition that would <br /> 43 house an indoor turf field for soccer, lacrosse, senior walking, running, Kidsplex functions, and <br /> 44 youth/adult flag football leagues, as well as a basketball court, including bleacher seating, for <br /> 45 youth and adult basketball leagues, court based fitness programs, volleyball, and Kidsplex <br /> 46 activities. Projected revenue from these new projects would generate enough funds to cover the <br /> 47 additional annual debt service needed for these projects. <br /> 48 Commissioner Rich asked if there has been a marketing campaign to attract UNC <br /> 49 employees working at the Waterstone development to join the Sportsplex. <br /> 50 John Stock, Sportsplex Manager, said there have been preliminary discussions. <br />
