8 <br /> 1 Bonnie Hammersley said no, the evaluation will come after the development is <br /> 2 performing. <br /> 3 Chair McKee asked if the Carrboro sewer project received Article 46 funds. <br /> 4 Commissioner Jacobs said yes for Roberson Street. <br /> 5 Commissioner Rich said that was a project in the past and she is thinking about the <br /> 6 future. <br /> 7 Chair McKee said that is correct and acknowledged funds have been used as needs <br /> 8 have arisen. <br /> 9 Craig Benedict said certain amounts of money are pay as you go funds which can be <br /> 10 used on a case by case basis. <br /> 11 Chair McKee asked if the water/sewer infrastructure coming out of Durham is smaller, <br /> 12 and if it is only coming down Route 70. <br /> 13 Craig Benedict said it would parallel 1-85, in the far northeast quadrant, north of Route <br /> 14 70 and up to 1-85. He said a consultant, hired by both Durham and Orange Counties, has <br /> 15 shown the overall system is too much for Durham to handle. He said Orange County is seeking <br /> 16 to avoid overloading Durham's system with any sewers that are sent there. <br /> 17 Craig Benedict said there is a 13 acre proposal adjacent to Durham that will hopefully <br /> 18 allow a gravity system into Durham without a lift station. <br /> 19 Chair McKee said the properties that front to the southern side of Route 70 are in need <br /> 20 of repairs and upgrades. He asked if these properties are outside of the service area for this <br /> 21 sewer. <br /> 22 Craig Benedict said these properties would most likely be outside this service area. He <br /> 23 said a gravity system cannot work on that side of Route 70. He said a mobile home park in the <br /> 24 area has an emergency sewer line into Durham. <br /> 25 Chair McKee said he is referencing the businesses directly across from the old Skyland <br /> 26 Inn. He said there should be effort made to include these businesses even if it is at the <br /> 27 County's expense as they are prime properties. <br /> 28 Craig Benedict said the process thus far has looked at this quadrant of land. He said <br /> 29 problems arose on the Durham City side with the risk of over capacity. He said the original <br /> 30 proposal showed the need for a 3-mile forced main costing about $5 million, to go into Durham, <br /> 31 bypassing the over capacity gravity lines. He said there is a master plan and it is hoped that <br /> 32 Durham will start making improvements near the Orange County border. <br /> 33 Chair McKee said if large amounts of money are going to be spent it should be insured <br /> 34 that the return is effective. <br /> 35 Commissioner Jacobs asked if the County assesses once the lines are put in. <br /> 36 Craig Benedict said the Durham agreement is a bit different than the one with City of <br /> 37 Mebane. He said when development comes in there is a frontage charge which goes towards <br /> 38 paying down the debt incurred by Orange County for work done in the ground. <br /> 39 Commissioner Rich said she wanted to bring the discussion back to how the southern <br /> 40 part of the County gets economic development funding. She asked if the process for Towns <br /> 41 requesting money could be explained. <br /> 42 Bonnie Hammersley said these funds are open to the entire County and as projects <br /> 43 come forward, it is the Board's decision where the funding is used. <br /> 44 Commissioner Rich said there is a proposal for $2.6 million being spent in the northern <br /> 45 part of the County, leaving only $250,000 to be spent in the rest of the County for other needs. <br /> 46 She said these numbers seem unbalanced given that most of the sales tax dollars come from <br /> 47 the southern half of the County. <br /> 48 Bonnie Hammersley said she would agree with Commissioner Rich. She added that the <br /> 49 more urgent needs are in the northern part of the County; however, the Manager's Office <br /> 50 continues to look at the overall countywide system and all development needs. <br />
