36 <br /> 1 A motion was made by Commissioner Price, seconded by Commissioner Jacobs to <br /> 2 appoint Gerald Ponder to this position since Durham Tech is trying to erase the stigma of two <br /> 3 year colleges and Mr. Ponder is an educator at a four year university. <br /> 4 <br /> 5 A motion was made by Commissioner Dorosin to appoint Susanne Haff to this position. <br /> 6 <br /> 7 Chair McKee asked John Roberts for procedural guidance. <br /> 8 John Roberts said the rules of procedure do not discuss substitute motions but rather <br /> 9 amendments to a motion when it is completely replacing the original motion. He said there can <br /> 10 be two amendments. <br /> 11 <br /> 12 A motion was made by Commissioner Dorosin to appoint Susanne Haff to this position. <br /> 13 Motion failed due to lack of second. <br /> 14 <br /> 15 Commissioner Jacobs said since the motion on the floor has to do with deferring <br /> 16 nominations then he will withdraw his second so Commissioner Price can open the floor to <br /> 17 nominations. <br /> 18 <br /> 19 Commissioner Price withdrew her previous motion and made a motion to open the floor <br /> 20 to nominations. <br /> 21 Commissioner Jacobs seconded. <br /> 22 <br /> 23 VOTE: Ayes, 3 (Commissioner Jacobs, Commissioner Price, and Commissioner Dorosin); <br /> 24 Nayes, 4 (Chair McKee, Commissioner Pelissier, Commissioner Burroughs and Commissioner <br /> 25 Rich) <br /> 26 Motion Failed <br /> 27 <br /> 28 The Board returned to Commissioner Rich's original motion to delay this appointment to <br /> 29 the second regular meeting in September. <br /> 30 Chair McKee asked for a friendly amendment to have the Durham Tech Strategic Plan <br /> 31 provided to the Commissioners during the summer break, for Commissioner Price and <br /> 32 Commissioner Jacobs to pursue applicants and any additional relevant information over the <br /> 33 summer, and to bring back a recommendation to the Board of County Commissioners in <br /> 34 September. <br /> 35 Commissioner Rich and Commissioner Pelissier agreed to the friendly amendment. <br /> 36 VOTE: Ayes, 6; Nayes, 1 (Commissioner Dorosin) <br /> 37 <br /> 38 h. Human Relations Commission —Appointments <br /> 39 The Board considered making appointments to the Human Relations Commission. <br /> 40 <br /> 41 A motion was made by Commissioner Jacobs, seconded by Commissioner Price to <br /> 42 appoint the following the Human Relations Commission: <br /> 43 <br /> 44 Appointment of Dr. Christine Kelly-Kleese to a second full term (Position #1) "At-Large" <br /> 45 representative with a term expiring 06/30/2018. <br /> 46 • Appointment of Rv. Rollin Russell to a second full term (Position #11) "Town of <br /> 47 Hillsborough" with a term expiring 6/30/2018. <br /> 48 • Appointment of Rev. Susie Enoch to a partial term to position # 9 (Chapel Hill- At-Large <br /> 49 Position) with a term ending September 30, 2016. <br /> 50 <br />
