Matters not on the Printed Agenda <br /> 43 Lydia Wegman, Deputy Chair of the Commission for the Environment (CFE) of Orange <br /> 44 County, read the following memorandum sent from the CFE to the Board of County <br /> 45 Commissioners: <br /> 46 "The CFE is concerned about the preliminary decision by the Board of County <br /> 47 Commissioners (BOCC) to restrict the planned 2016 bond referendum to funding for school <br /> 48 improvements and expansion. In particular, the CFE believes the BOCC should have <br /> 49 proceeded with the process discussed at the November 19, 2014 Assembly of Governments <br /> 50 meeting, which would have provided an opportunity for the BOCC to hear from the public, <br />
