14 <br /> 1 A motion was made by Commissioner Price, seconded by Commissioner Burroughs to <br /> 2 enter into a contract with the Center for Home Ownership for $22,000. <br /> 3 <br /> 4 VOTE: Ayes, 5 (Chair McKee, Commissioner Price, Commissioner Burroughs, Commissioner <br /> 5 Pelissier, Commissioner Jacobs); Nayes, 2 (Commissioner Rich and Commissioner Dorosin) <br /> 6 <br /> 7 Commissioner Price/Chair McKee Voices Together $3000 <br /> 8 Commissioner Price OCIM Samaritan Relief $7585 <br /> 9 Commissioner Burroughs Communities in Schools (CIS) $12,000 <br /> 10 Commissioner Rich Art Therapy Institute $1000 <br /> 11 <br /> 12 A motion was made by Commissioner Price, seconded by Commissioner Jacobs to <br /> 13 extend capacity to serve .5 FTE, in the amount of$39,575, for a practitioner for the Health <br /> 14 Department to address men 18 and over, beyond the issue of communicable diseases. <br /> 15 Commissioner Burroughs said this is a conversation that the Board of Health should <br /> 16 have first. <br /> 17 Bonnie Hammersley said there was a request from the Board of Health to add a position <br /> 18 and a half, and the need was for the entire request, not just the half time position. <br /> 19 Commissioner Pelissier said the Board really does need to understand the implication of <br /> 20 this issue. She said there needs to be a conversation about people just coming into the health <br /> 21 department for physicals before she is willing to support the motion. <br /> 22 Chair McKee said he would have been more comfortable if this conversation had taken <br /> 23 place with the Director of the Health Department, Dr. Colleen Bridger. <br /> 24 <br /> 25 VOTE: Ayes, 3 (Commissioner Jacobs, Commissioner Dorosin, Commissioner Price); Nayes, 4 <br /> 26 (Commissioner Burroughs, Commissioner Pelissier, Chair McKee, and Commissioner Rich) <br /> 27 Motion failed. <br /> 28 <br /> 29 Funding for Chapel Hill-Carrboro City Schools and Orange County Schools <br /> 30 Commissioner Burroughs said she was not just elected to support the schools or just <br /> 31 one school system but rather she is focused on the children the schools serve. She said that <br /> 32 one district states a need of$800,000, in order to not cut positions. She said the other district <br /> 33 may need to cut positions due to State mandates regarding salary and benefits. She said if the <br /> 34 Board is unable to provide the schools the necessary $1.4 million, students will be impacted. <br /> 35 She said there have been cuts over the past 6 years that total $10 million. <br /> 36 Commissioner Burroughs said the schools in Orange County are working very hard to <br /> 37 support their students and there is still great need. She said concerns have been raised that <br /> 38 the schools are receiving close to 50 percent of the County's budget. She said 50 percent is a <br /> 39 round number but it is arbitrary and does not address need which should be the focus. She <br /> 40 thinks that meeting the needs is important and takes money and she would support a tax <br /> 41 increase. She said she is fully confident that the funds would be used wisely and that the Board <br /> 42 should trust the school districts. <br /> 43 Commissioner Dorosin clarified Commissioner Burroughs proposal, asking if she seeks <br /> 44 an additional $1.3 million, with 800,000 for CHCCS and 500,000 to OCS. <br /> 45 Commissioner Burroughs said she is asking for an additional $65 per pupil on top of the <br /> 46 already proposed $81 per pupil by the Manager. <br /> 47 Commissioner Jacobs said Commissioner Burroughs' comments are consistent with <br /> 48 what the Board of County Commissioners has always done. He said the Board trusts the <br /> 49 school systems and seeks the best for the students in Orange County. <br />
