12 <br /> 1 Commissioner Rich said at that same time she reread the agreement between the <br /> 2 County and RENA and was struck that there are some changes needed in the agreement. <br /> 3 Commissioner Pelissier agreed with Commissioner Rich. She said a non-profit should <br /> 4 be funded from the community, and not primarily from the government. She said she would be <br /> 5 comfortable giving the money to RENA, if there was a contract with them. <br /> 6 Commissioner Jacobs said the Board agreed that it would not be the funders of this <br /> 7 organization. He said it looks as if the Board is moving to a different model that decentralizes <br /> 8 government oversight and supports community operation in upcoming Community Centers. He <br /> 9 said he would like to re-visit Rogers Road in this new light and re-negotiate the contract. <br /> 10 Commissioner Dorosin is not sure that RENA's fund request is for operations. <br /> 11 Bonnie Hammersley said it was not for operations. She said the request is for RENA's <br /> 12 back program, a community garden and a summer camp. <br /> 13 <br /> 14 A motion was made Commissioner Price, seconded by Commissioner Dorosin to <br /> 15 provide $15,000 funding to the RENA. <br /> 16 Commissioner Rich said she feels strongly that these funds are a band-aid, and that the <br /> 17 agreement with RENA must be reviewed. <br /> 18 <br /> 19 VOTE: UNANIMOUS <br /> 20 Bonnie Hammersley said going forward the County will look at this Center as part of all <br /> 21 of the community centers and will review the current agreement. She said the County is taking <br /> 22 care of facility maintenance. <br /> 23 <br /> 24 Commissioner Jacobs Orange County Schools $35,200 <br /> 25 Commissioner Burroughs asked if Commissioner Jacobs means to give funds to <br /> 26 Orange County Schools (OCS) as though they are an outside agency running the programs <br /> 27 previously run by Communities in Schools (CIS). <br /> 28 Commissioner Jacobs said yes. <br /> 29 Commissioner Jacobs said this is a cut for OCS because they are taking on an outside <br /> 30 program. <br /> 31 Chair McKee said it was the decision of OCS to cut CIS. He said giving funds back to <br /> 32 OCS brings up the issue of Fair Funding. He said he understands CIS will serve as many <br /> 33 students in Chapel Hill-Carrboro City Schools (CHCCS). <br /> 34 Commissioner Jacobs said OCS lost confidence in CIS and OCS has taken on the work <br /> 35 of CIS. He asked if it was fair to punish OCS financially for making a decision based on <br /> 36 maintaining their integrity. <br /> 37 Commissioner Price asked if it was permissible to give outside agency funds to a school <br /> 38 system. <br /> 39 Paul Laughton said the funds do not have to be in the outside agency process but could <br /> 40 be a non-departmental budget item as is done with school nurses. <br /> 41 Commissioner Burroughs said providing funding outside of the per pupil allowance will <br /> 42 only create further division between the school districts. She urged the Board not to support <br /> 43 this. <br /> 44 Commissioner Jacobs said, in the big picture, this is a small amount of money, and <br /> 45 giving it to OCS would have direct impact on students' education. <br /> 46 Chair McKee agreed with Commissioner Burroughs, and also implored the Board not to <br /> 47 support giving OCS these funds. <br /> 48 Commissioner Dorosin said he would support taking the proposed funds for CIS and <br /> 49 OCS out of the outside agency process, and providing the funds as a non-departmental. <br />
