6 <br /> 1 She said staff can work on it during the summer and can bring something back to the first <br /> 2 Board of County Commissioners meeting in September, if necessary. <br /> 3 Chair McKee asked if needs could be addressed with budget amendments in the fall. <br /> 4 Bonnie Hammersley said yes. <br /> 5 Commissioner Rich said if budget amendments were necessary, from where would the <br /> 6 Board pull the funds. <br /> 7 Bonnie Hammersley said the needs would be evaluated going forward and there are <br /> 8 pockets of funding available. <br /> 9 Commissioner Rich said to inform the outside agencies that requested additional <br /> 10 funding, due to United Way cuts, that there may be amendments in the fall. <br /> 11 Commissioner Jacobs agreed with Commissioner Rich. <br /> 12 Commissioner Jacobs said many years the County ends up with a 20-22 percent fund <br /> 13 balance after budgets are approved. He asked if it is a known certainty that the County is at 17 <br /> 14 percent this year. <br /> 15 Bonnie Hammersley said currently there is some uncertainty as to what the projections <br /> 16 will be, since the County has used significant amounts of the fund balances in the past. She <br /> 17 said this will be monitored closely going forward. <br /> 18 Commissioner Burroughs said she supports a plan that allows the Board to address <br /> 19 these cuts in September. She said the three agencies facing cuts are part of the Family <br /> 20 Success Alliance (FSA) Consortium. <br /> 21 Bonnie Hammersley said she would respond back to the affected outside agencies that <br /> 22 have reached out to the County. <br /> 23 Bonnie Hammersley referred to the gold paper at the Commissioners' places. She <br /> 24 reminded the Board of a request by the Interim Superintendent of the Orange County Schools <br /> 25 (OCS), asking that their Board of Education (BOE) have the same compensation as the BOE <br /> 26 for Chapel Hill-Carrboro City Schools (CHCCS). She said the front side of the gold sheet <br /> 27 shows comparable counties within the State, and the reverse side shows the recommended <br /> 28 budget ordinance language to fix the OCS compensation as the same for CHCCS. <br /> 29 Commissioner Burroughs said CHCCS is paid twice a year. <br /> 30 Commissioner Dorosin said he heartily supported this proposed change. <br /> 31 Chair McKee said this compensation is paid out of OCS's monies. <br /> 32 <br /> 33 A motion was made by Commissioner Dorosin, seconded by Commissioner Burroughs <br /> 34 for the Board of Board of County Commissioners to fix the compensation for members of the <br /> 35 OCS Board of Education such as that it is the same for the members of the CHCCS Board of <br /> 36 Education; resulting increase to be paid from the approved County appropriation for Orange <br /> 37 County Schools. <br /> 38 <br /> 39 VOTE: UNANIMOUS <br /> 40 <br /> 41 Bonnie Hammersley referred to the green sheet that shows County Commissioner <br /> 42 compensation and peer comparisons in the same counties as used for BOE comparisons. She <br /> 43 said the towns and cities in Orange County are also included. She said options for <br /> 44 consideration are located at the bottom of the page, should the Board choose to look at <br /> 45 changes to the current compensation. <br /> 46 Chair McKee said he and the Manager have discussed this topic at length. He said the <br /> 47 Board of County Commissioners has only had increases with general cost of living allowances <br /> 48 and the topic of increases has not been discussed for at least 20 or 30 years. He said it is time <br /> 49 to have a discussion, and noted the options provided by the Manager. He said this topic should <br /> 50 be reviewed on an annual basis by the Board.
