2 <br /> 1 Commissioner Price said when she petitioned the Board about this parking request <br /> 2 earlier in the year and the request came from the residents. She said the residents are not <br /> 3 looking for parking on Rainey Avenue. <br /> 4 David Stancil said he could re-distribute a memo that reflects the conversations. He <br /> 5 said he would also be happy to attend the next Community Watch meeting to provide an <br /> 6 update. <br /> 7 Commissioner Price said the residents' hope was to dedicate a parking area in honor of <br /> 8 an influential community member in the neighborhood and also to get the vehicles off the roads. <br /> 9 David Stancil said Terrain Street is in front of the Park entrance, and suffers the largest <br /> 10 overflow parking issues. He said Rainey Avenue is on the side of the Park and the right hand <br /> 11 side of the street is vacant thus not disrupting residences. He said he hopes paving the police <br /> 12 substation would serve as an intermediate solution. <br /> 13 Paul Laughton referred to the blue sheet: Orange County CIP Recommended Projects- <br /> 14 Revised Fiscal Year 2015-16. He noted the two changes on the back of the sheet. He said <br /> 15 staff is seeking the Board's acceptance of the five year CIP but also to approve the intent to <br /> 16 adopt the one year funding for the CIP for 2015-16 as listed on the blue handout. <br /> 17 Commissioner Dorosin asked if everything on the Rogers Road Sewer Project is funded <br /> 18 from the general fund. <br /> 19 Paul Laughton said yes and the other funding would come in Year 2. <br /> 20 Commissioner Dorosin asked if the funding for the Eubanks Solid Waste Convenience <br /> 21 Center should appear in the blue handout. <br /> 22 Paul Laughton said that is part of the 2014-15 financing package that will be closed on <br /> 23 at the end of this month. <br /> 24 Commissioner Jacobs referred to the parking lot improvements. He said there is one <br /> 25 item in this category and suggested putting money in there for Fairview Park parking lot <br /> 26 improvement. <br /> 27 Bonnie Hammersley said this information is on page 34 in the CIP book. <br /> 28 Commissioner Jacobs said there is $120,000 for one project and suggested putting <br /> 29 some of the $280,000 PAYG funds, that were moved to financing, into this category and <br /> 30 designate it for Fairview Park parking renovations. <br /> 31 Commissioner Rich asked if there is an estimate of the costs. <br /> 32 David Stancil said $30,000 is budgeted for paving of the police substation parking lot. <br /> 33 Commissioner Jacobs said the total cost of the next phase would be $500,000. He said <br /> 34 this would allow an access road into the park off of new 86, instead of all traffic going through <br /> 35 the neighborhood. He said it would also move the park to being more of a County park instead <br /> 36 of just a neighborhood park. He said there is not $500,000 available but it would be nice to get <br /> 37 started on the next part of the Master Plan. <br /> 38 David Stancil said other options that may cost less than $500,000 have been reviewed. <br /> 39 Commissioner Rich asked Commissioner Jacobs if he could clarify his request. She <br /> 40 asked if he is requesting funding from other areas thus leaving David Stancil's budget as is. <br /> 41 Commissioner Jacobs said yes since Fairview Park is not in the CIP and there is not <br /> 42 funding to do the whole project. <br /> 43 David Stancil said the parking lot is designed but there is no funding. <br /> 44 Commissioner Rich said this has been a project that has needed renovations for some <br /> 45 time, thus she is in agreement with Commissioner Jacobs. <br /> 46 Chair McKee asked if there is a specific dollar amount being considered. <br /> 47 David Stancil said if the Board tells staff there is a set amount to work with then staff can <br /> 48 make it work. <br /> 49 Chair McKee said there is limited extra funding tonight. He said there is the $280,000 <br /> 50 just discussed, $400,000 from the fund balance and about $65,000 from PAYG funds that were <br />
