1 <br /> I Attachment 10 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 5 Budget Work Session <br /> 6 June 11, 2015 <br /> 7 7:00 p.m. <br /> 8 <br /> 9 The Orange County Board of Commissioners met for a work session on Thursday, June <br /> 10 11, 2015 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, N.C. <br /> 11 <br /> 12 Chair McKee called the meeting to order at 7:01 p.m. He noted the following items at <br /> 13 the Commissioners' places: <br /> 14 - White pages, paper clipped together: Orange County Capital Investment Plan (CIP) summary <br /> 15 pages <br /> 16 - blue sheet—Orange County CIP Year 1 (FY 2015-16) Recommended Projects, revised <br /> 17 - gold sheet— North Carolina Board of Education Compensation Comparisons, Orange County <br /> 18 Regional Comparisons for discussion purposes <br /> 19 - green sheet— North Carolina Elected Official Compensation Comparisons, Orange County <br /> 20 Regional Comparisons for discussion purposes <br /> 21 <br /> 22 1. FY2015-20 Capital Investment Plan <br /> 23 Accept the Five Year Capital Investment Plan and Approve the Intent to Adopt <br /> 24 Capital Funding for FY2015-16 <br /> 25 Paul Laughton, Orange County Finance Administrative Services, reviewed the revisions <br /> 26 to the CIP. He said on page 6 two projects have been changed from pay-as-you-go (PAYG) to <br /> 27 debt financing: Cedar Grove Kiosk and the generator project for Hillsborough Commons. He <br /> 28 said this caused a revision to the debt service pages on 133 and 134. <br /> 29 Commissioner Jacobs said Fairview Park is not in the CIP. <br /> 30 Paul Laughton said Fairview Park is not a CIP Project. He said the parks project for <br /> 31 repairs and renovations for Department of Environment, Agriculture, Parks and Recreation <br /> 32 (DEAPR) has $300,000 for next year and some of that funding will go to the Fairview Park and <br /> 33 to paving the parking area. <br /> 34 David Stancil, DEAPR Director, said this is correct and the project is to pave the <br /> 35 Fairview Police sub-station parking lot in order to gain parking spots for Fairview Park. He said <br /> 36 the County will split the costs evenly with the Town of Hillsborough. He said the second <br /> 37 alternative is to have parking on Rainey Avenue which is adjacent to the Park. He said in the <br /> 38 long term there may be need for the larger parking lot that is in the master plan at a cost of <br /> 39 $400,000 to $500,000. He said this would be off of the public works drive. He said the road <br /> 40 extension and the parking lot are the only items remaining in the existing Master Plan. He said <br /> 41 that is a future phase. <br /> 42 Commissioner Jacobs clarified that there is $300,000 for improvements for all of the <br /> 43 parks for FY 2015-16 and to build this parking lot out would cost $500,000. <br /> 44 David Stancil said that is correct. He said an interim solution is being sought and that <br /> 45 will create 40 to 50 parking spaces. He said paving a gravel parking lot typically provides 10 <br /> 46 percent more spots than were present on the gravel lot. <br /> 47 Commissioner Jacobs asked if there is a way to track the funds for the Fairview Park <br /> 48 project. <br /> 49 David Stancil said going forward items in a particular group, in a particular CIP year, <br /> 50 could be sub-listed. <br />
