14 <br /> 1 the recommendation will suggest a shared driveway with a larger cul de sac, than is required, <br /> 2 so that emergency vehicles will be able to operate properly. He said this would allow smaller <br /> 3 properties seeking a three lot subdivision to avoid the need for a Class A road, but allow access <br /> 4 for emergency vehicles. He said the recommendation will require larger developers to comply <br /> 5 with the Class A road standards. <br /> 6 Abigaile Pittman said a Class B road has 15 foot right of way, while a driveway would <br /> 7 not. <br /> 8 Commissioner Price asked if such a right of way sacrifices clearance area. <br /> 9 Abigaile Pittman said not necessarily as there are standards to accommodate <br /> 10 Emergency Vehicles. <br /> 11 Commissioner Dorosin asked if the intention is to apply the recommendation to roads <br /> 12 from this point forward, or if it is to retrofit existing roads. He asked if there was any sense of <br /> 13 the scope of the problem. <br /> 14 Abigaile Pittman said if there is an amendment to the UDO, it would be only going <br /> 15 forward; but if the County adopts other policies, then it could affect whatever the BOCC <br /> 16 decided. <br /> 17 Commissioner Jacobs asked if there are three lots cut out along the road way, must <br /> 18 they all connect on one driveway. <br /> 19 Michael Harvey said typically joint driveways and shared access roads are required to <br /> 20 avoid multiple curb cuts on the roadway; and thereby lesson traffic congestion. <br /> 21 Commissioner Jacobs said he understood the sense in two lots sharing a driveway, but <br /> 22 he is specifically asking if three lots must always share a driveway. He said it makes no sense <br /> 23 to him to cut across three lots, just so there can be a shared driveway. <br /> 24 Michael Harvey said no. He said it is incumbent upon the developer to come up with a <br /> 25 solution that avoids that scenario. <br /> 26 Chair McKee said that current regulations state that one cannot have multiple access <br /> 27 points into a minor subdivision. He added that a minor subdivision is considered one to five <br /> 28 lots. <br /> 29 Commissioner Jacobs asked if anyone has spoken to local realtors or members of the <br /> 30 local development community regarding this topic. <br /> 31 Michael Harvey said no. <br /> 32 Commissioner Jacobs asked if the 16 foot pipe was 16 feet in length or diameter. <br /> 33 Abigaile Pittman referred to the drawing graphic that outlined these measurements. <br /> 34 Jason Shepherd said there is an apron entrance off of the road, and the length of the <br /> 35 pipe would have to be the width of the apron. He said the length would be 16 feet long, lying <br /> 36 across the width of the driveway. <br /> 37 Commissioner Jacobs asked David Stancil if he could give some background on the <br /> 38 rural character study. He said a mixed group of stakeholders came together to discuss ways to <br /> 39 preserve rural character. <br /> 40 David Stancil said the study was done 22 years ago. He said the study was done prior <br /> 41 to the existence of cluster subdivisions and open space developments. He said there was a lot <br /> 42 of emphasis, at that time, on the environment, and the ability of constructing narrower lanes. <br /> 43 He said there were concerns about fire and safety, which were addressed by the placement of <br /> 44 regular pull out areas; allowing drivers room to pull over to let emergency vehicles pass. He <br /> 45 said the idea of protecting rural character included making sure that roads were not <br /> 46 overdesigned. <br /> 47 Commissioner Jacobs said there was a great deal of work done to encourage people to <br /> 48 work within the existing landscape, as opposed to changing it. He said he would like the BOCC <br /> 49 to consider that there may be other possibilities. He said he understands the issues of safety <br />
