1 <br /> I Attachment 8 <br /> 2 <br /> 3 <br /> 4 DRAFT MINUTES <br /> 5 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 6 Budget Work Session <br /> 7 June 4, 2015 <br /> 8 7:00 p.m. <br /> 9 <br /> 10 The Orange County Board of Commissioners met for a work session on Thursday, June <br /> 11 4, 2015 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, N.C. <br /> 12 <br /> 13 Chair McKee called the meeting to order at 7:02 p.m. He reviewed the following items at their <br /> 14 places: <br /> 15 - Salmon sheet—Vehicle Replacement— Internal Service Fund <br /> 16 - Flier celebrating 30 year of the Orange County Arts Commission, as well as a lapel pin <br /> 17 <br /> 18 1. Schools <br /> 19 a.) Durham Technical Community College, Pg. 143 & 147 <br /> 20 Dr. Ingram, President, thanked the Commissioners for their time, and said the past year <br /> 21 was a successful one. He said when the Orange County Campus was opened seven years ago <br /> 22 there was a vision of strong partnerships with the local schools and employers. He said this <br /> 23 year has exceeded expectations. He said more high school graduates are choosing Durham <br /> 24 Tech for their higher education. He said he looks forward to developing further relationships <br /> 25 with their new neighbors, UNC Healthcare. <br /> 26 He said last week representatives from Morinaga Foods visited the campus, and they <br /> 27 are excited about working with their employees in work development courses. <br /> 28 He said Durham Tech is requesting funding for two initiatives, which it currently offers in <br /> 29 Durham County, via its portion of the Durham County '/4 cent sales tax: 1.) provide for a college <br /> 30 liaison working in Orange County Schools and 2.) prepare high school drop-outs to take the <br /> 31 GED. <br /> 32 Commissioner Jacobs asked if the Legislature's decisions have affected Durham Tech. <br /> 33 Dr. Ingram said the House version of the budget was supportive of Community <br /> 34 Colleges, although the Senate version does not look promising. <br /> 35 Commissioner Jacobs asked if Dr. Ingram could give more detail regarding Durham <br /> 36 Tech's relationship with the new UNC Hospital. <br /> 37 Dr. Ingram said Durham Tech has been working with the Hospital on identifying some of <br /> 38 their training needs. He said it is hoped that the second building at the Orange County Campus <br /> 39 of Durham Tech would be a healthcare facility, to provide training for the UNC Hospital staff. <br /> 40 Penny Glock, Durham Tech Orange Campus Director, said there have been about 4 <br /> 41 meetings between the two entities in the recent months. She said the hospital anticipates a <br /> 42 need for additional nurse assistants 11, EMS programs, clinical trials and other areas. She said <br /> 43 the low lying fruit is being sought at this time, but it is hoped that the partnership will continue to <br /> 44 grow in the years to come. <br /> 45 Commissioner Jacobs said Dr. Ingram has previously mentioned the possibility of <br /> 46 Durham Tech being included to receive funds from the 2016 bond referendum. He asked Dr. <br /> 47 Ingram if a master plan is being developed. <br /> 48 Dr. Ingram said O'Brian Atkins was engaged in late March to update the campus master <br /> 49 plan, and are still in the process of doing so. He said the Orange County campus is being <br /> 50 reviewed first, in anticipation of the bond. <br />
