17 <br /> 1 Commissioner Jacobs said these centers were envisioned as a regional convenience <br /> 2 center and as such, does have more services than a smaller site. He said Jeff Thompson was <br /> 3 once hired as a value engineer. He suggested that perhaps a value engineer could look at this <br /> 4 site and recommend the best design, etc. <br /> 5 Gayle Wilson said lessons learned from the Walnut Grove project are proving very <br /> 6 helpful and informative. <br /> 7 Chair McKee said he is seeing a bottleneck at the recycling and white paper processing <br /> 8 areas. He asked if the turn radius for this area is known. <br /> 9 Gayle Wilson said he does not know the exact radius at this time but he said it is <br /> 10 important as the trucks have to be able to turn. He said it would be rare for all three <br /> 11 compactors to operate at the same time. <br /> 12 Eric Schopler, Engineer, said the turning radius has been tested successfully with pick- <br /> 13 up trucks and trailers. He said this is the best layout possible related to traffic flow with the <br /> 14 smaller area available. <br /> 15 Chair McKee asked if the proposed new scales would utilize the current in ground part <br /> 16 of the scales, by moving it to the north side of the road. <br /> 17 Gayle Wilson said a new in-ground scale is being pursued. He said all the components <br /> 18 of the current scales are in need of replacement and would simply be left where it is. <br /> 19 Chair McKee asked if above ground scale pads had been priced. <br /> 20 Eric Schopler said this scale is typical of solid waste scales used everywhere and that <br /> 21 the scales are purchased after a bidding process, to insure the lowest cost. <br /> 22 Chair McKee asked if this scale is large enough to accommodate tractor trailers. <br /> 23 Eric Schopler said yes. <br /> 24 Chair McKee asked if the mattress shed could be located on this part of the property. <br /> 25 Gayle Wilson said currently 80-90 percent of mattresses that come into the site are <br /> 26 recycled but the mattresses must be dry. He said there is currently a fee charged for <br /> 27 mattresses and box springs, paying for them to be recycled or disposed of. He said mattresses <br /> 28 could be accepted at the convenience centers but those sites are not equipped to handle <br /> 29 money, thus the cost for recycling or disposing of the mattresses would have to be absorbed by <br /> 30 the County. He said additional staff would be necessary to handle the mattresses. <br /> 31 Chair McKee asked if the temporary site will be restored to its original condition once it <br /> 32 is no longer needed. <br /> 33 Gayle Wilson said DEAPR staff would like for the stone to remain while the chain link <br /> 34 fence is removed. <br /> 35 Chair McKee said that would be fine as long as the lot does not have the appearance of <br /> 36 being abandoned. <br /> 37 Commissioner Jacobs asked the Manager if it would help to do some value engineering <br /> 38 and asked if it would fit into the time frame. <br /> 39 Bonnie Hammersley said value engineering could be completed within this time frame, <br /> 40 and staff would look into it. She said this time can also be used to inform the neighborhood of <br /> 41 the upcoming changes. <br /> 42 Commissioner Dorosin said there would be no report given to the Board, regarding the <br /> 43 value engineering, prior to a vote being taken. <br /> 44 Commissioner Jacobs said the Board could direct the Manager to come back in <br /> 45 September with the total costs of the project. <br /> 46 Commissioner Dorosin said bids would be out prior to September. <br /> 47 Bonnie Hammersley said the value engineering would be completed prior to the bidding <br /> 48 process. She said if the value engineer returns information that sparks concerns, she would <br /> 49 inform the Board. <br /> 50 Commissioner Jacobs said he would trust the Manager on this. <br />
