3 <br /> 1 <br /> 2 WHEREAS, persons with disabilities who were not content to accept the world as it was, <br /> 3 marched, organized and testified, coupling quiet acts of persistence and perseverance with <br /> 4 vocal acts of advocacy, demanded a nation that would declare equality for its citizens with <br /> 5 disabilities; and <br /> 6 <br /> 7 WHEREAS, advocates joined in the efforts to remove barriers that were depriving the nation of <br /> 8 the full talents, contributions and differing abilities of tens of millions of Americans with <br /> 9 disabilities; and <br /> 10 <br /> 11 WHEREAS, on July 26, 1990, President George H.W. Bush signed into law the Americans with <br /> 12 Disabilities Act (ADA) which includes a clear and comprehensive mandate for the elimination of <br /> 13 discrimination against individuals with disabilities and the civil and equal rights of people with <br /> 14 disabilities; and <br /> 15 <br /> 16 WHEREAS, the ADA has expanded opportunities for Americans with disabilities by removing <br /> 17 and reducing barriers, changing perceptions, and increasing full participation in community life; <br /> 18 and <br /> 19 <br /> 20 WHEREAS, on July 26, 2015, this nation will celebrate the 25th anniversary of the signing of <br /> 21 the ADA, and we recognize that the full promise of the ADA will be reached only if we remain <br /> 22 committed to continue our efforts to fully implement the ADA; <br /> 23 <br /> 24 NOW THEREFORE BE IT RESOLVED, on this the 25th anniversary year of the ADA, that the <br /> 25 Board of County Commissioners of Orange County, North Carolina, celebrates the contributions <br /> 26 that Americans with disabilities and those who are differently-abled have made to our Nation <br /> 27 and to our County, and commits this County and all Departments therein to reach compliance <br /> 28 with the ADA through the adherence to the spirit of the law, by the removal or reduction of <br /> 29 physical barriers preventing full participation in community life, and by the empowering of <br /> 30 persons with disabilities through the provision of equitable treatment, inclusion and <br /> 31 opportunities. <br /> 32 <br /> 33 THIS, THE 2"d DAY OF JUNE, 2015 <br /> 34 <br /> 35 A motion was made by Commissioner Jacobs, seconded by Commissioner Rich to <br /> 36 approve the proclamation and authorize the Chair to sign the proclamation. <br /> 37 <br /> 38 VOTE: UNANIMOUS <br /> 39 <br /> 40 Commissioner Jacobs said Laurie Paolicelli was present tonight and she was <br /> 41 responsible for getting the access guide printed. <br /> 42 Commissioner Jacobs said Orange County needs to move more quickly in regards to <br /> 43 ADA compliance. He said he fully supported using all of the funds budgeted for these needs at <br /> 44 one time in order to make the facilities ADA compliant in one year. <br /> 45 Mr. Ponder thanked the Board for passing this resolution and said he and his peers <br /> 46 would be more than happy to help in improving access in Orange County. <br /> 47 <br /> 48 PUBLIC COMMENT: <br /> 49 Pam Dickens said she is here to represent the Disabilities Council. She said she <br /> 50 applauds Orange County for this resolution recognizing that the County has done a great deal <br />
