DocuSign Envelope ID: 316CF52D-36A5-4EEC-A194-3625F55E259C <br /> Title: Aging in Orange County: Exploring Options for Housing and Care <br /> Project Period: 7-1-14 through 6-30-15 <br /> Abstract:As part of the Master Aging Plan, Orange County aims to offer an array of housing options that <br /> reflects the diverse preferences and abilities our older adult population portrays. To accomplish this <br /> aim,the Department on Aging will engage in research to describe the types and prevalence of housing <br /> currently available in the County. The assessment will include community housing and long term care <br /> homes (nursing homes, assisted living, in-home care) Middle aged and older community members will <br /> be engaged in conversations about their preferences and hopes for how and where they want to live. <br /> Leaders in long term care will be engaged to provide high quality care for our residents who need <br /> support as well as better jobs for caregivers. Architects and developers will be engaged to explore the <br /> use of new concepts and design principles that reflect the preferences of our older adult population. <br /> The Orange County Planning Department will be engaged to help the broader community understand <br /> current codes and zoning ordinances, and how they can be changed to accommodate new housing <br /> models. <br /> At the end of contract period, Orange County will have a report outlining current options for <br /> senior housing and making recommendations for expanding the array of options available for seniors. <br /> Substantial progress will be made towards an understanding of the current feasibility of various housing <br /> models from the developer and planning perspectives,and an array of housing options and new models <br /> to consider for future growth. Long-term care (LTC)facilities and organizations will be brought together <br /> to implement new programs to improve the quality of life of their residents and clients. <br /> Scope of Work: The project deliverables include the following. <br /> 1. Assess the types and prevalence of housing options available to older adults in Orange County <br /> and research projected need based on population growth and changing preferences. <br /> 2. Provide leadership to the Orange County Long Term Care Collaborative, an initiative to improve <br /> the quality of life of recipients of LTC services. Leadership includes: Bringing long term care <br /> leaders from nursing homes, assisted living facilities and in-home care agencies to a forum <br /> where they will identify areas for positive change, implement change, and be recognized for <br /> positive change over the contract period. Consultation to assist leaders with the <br /> implementation of positive change will also be provided on an as- requested basis. <br /> 3. Help organize and facilitate a series of forums for community members to learn about and <br /> consider new housing models such as intentional communities, co-housing, modular structures, <br /> and pocket neighborhoods. <br /> 4. Interview Architects and Developers to understand their perspectives on innovative housing <br /> models that may be introduced into Orange County. They will be asked to consider housing of <br /> various types that serve seniors from diverse backgrounds and levels of socioeconomic <br /> resources and identify barriers that might prohibit their development. <br />
