ORANGE COUNTY FIRE RESCUE STUDY <br />ORANGE CO~INTY FI]L2E MARSHAL <br />1 <br />2 Recommendations <br />3 <br />4 We recommend an additional Fire Inspector be added to the office over the next <br />5 two years to assist in the various tasks assigned to the office. <br />6 <br />7 We recommend the County hire, within the Fire Marshal's office, a County Fire <br />8 Coordinator to assist volunteer departments with: <br />9 <br />10 - ISO improvement plaruling and implementation. <br />11 - Recruitment and retention plans. <br />12 - Grant identification and applications. <br />13 - Automatic aid protocols and the implementation of other mutual aid <br />14 agreements. <br />15 - Budgeting and reporting requirements. <br />16 - Coordinating purchasing to help obtain better pricing by grouping <br />17 purchasing for departrnents. <br />18 <br />19 There is a perception among the various volunteer departments that the County <br />20 staff, particularly administration and budget staff, does not appreciate the volunteer <br />21 nature of these departments. "Information is frequently requested in time frames <br />22 that would make sense if everyone didn't have other jobs and their volunteer <br />23 training and response commitment." <br />24 <br />25 The County Fire Traini~zg Coordinator should include a rotation system for <br />26 departments using the Chapel Hill Training facility. Under this system, each <br />27 department would be able to schedule time at the facility while neighboring <br />28 departments cover their district. <br />29 <br />30 The County Fire Training Coordinator needs to work closely with the Fire <br />31 Extension Program Coordinator at Durham Technical Community College to <br />32 provide more diverse, Community College supported training for the County's <br />33 Departments. This training needs to be held in a manner convenient to the <br />34 departments, i.e. within individual departments or no more than two neighboring <br />35 departments. This allows departments to provide coverage for their districts while <br />36 obtaining training at a higher level. <br />94 <br />
